Councilmember Etten opined that <br />was a poor way to pursue fiscal policy when an asset inay or inay not be there an- <br />nually, again creating fluctuations in tax rates that would prove frustrating. <br />At the request of Mayor Roe for next steps, City Manager Trudgeon suggested <br />discussion going forward at the City Council level after further tweaking based on <br />tonight's discussion, with the goal to complete and adopt recommendations before <br />yearend to infonn the 2016 budget process. <br />Mayor Roe thanked the Finance Coinmission for their attendance and comments. <br />b. Receive Presentation on "Housing Our Heroes Minnesota' <br />Mayor Roe welcomed Rainsey County Commissioner Blake Huffman. <br />Mr. Huffinan clarified that he was appearing tonight as a citizen, not in his role as <br />a Ramsey County Commissioner, to present infonnation related to his non-profit <br />organizations: Shoreview Area Housing Initiative (SAHI) and the "Housing Our <br />Heroes MN" initiative. Mr. Huffinan added that in presenting this concept, he <br />was loolcing Roseville City Council reaction, and was not yet proposing anything <br />finn, hoping to return in the near future with a proposal for their consideration. <br />Mr, Huffman reviewed the history of the SAHI concept, with that name soon to <br />be revisecl for a broader perspective, with the "Housing Our Heroes MN" having <br />grown out of and as a sub-arm of that initial operation, which he wanted to intro- <br />duce tonight. <br />Mr. Huffinan's formal presentation included the situation found by many veterans <br />living in the Twin Cities area as they transitioned into civilian work, and often <br />dealt with mental and/or physical illnesses, in addition to having a family networlc <br />in place. While seelcing to address veteran housing and other social issues at the <br />same time, Mr. Huffinan noted that his organization was hoping to address an af- <br />fordable, safe and supportive housing environment for those veterans and their <br />families. Therefore, Mr. Huffinan noted the creation of this multi-dimensional <br />proposal to tacicle multiple issues while making a significant contribution to vet- <br />eran housing, and including work force development, community engageinent and <br />sustainable energy efforts. <br />Mr. Huffinan reviewed how the current SAHI program worked, and that non- <br />profit's ownership of twenty-seven homes ready to be rented to women coining <br />out of domestic violence sihiations, and now in addition focusing on military vet- <br />erans. Mr. Huffinan clarified that the goal is home ownership for these renter; <br />and recognized the strong volunteer network with colleges and the construction <br />industry that had been developed to-date. Mr. Huffinan stated the intent was to <br />use that model and replicate it for a proposed Roseville project in partnership. <br />Mr. Huffman noted the support of colleges and the construction industry not only <br />
