Councilmember Etten noted that, even if the City of Roseville could <br />respond to another jlirisdiction's neighborhood based on the availability of its <br />full-tiine staffing model that still put that staff outside the City for inedical calls. <br />Chief O'Neill noted there would be a higher number of responses; but noted the <br />coinplexity of the issue, with not all fire departments responding to medicals (e.g. <br />Little Canada, Falcon Heights or New Brighton), and stated that the Roseville <br />Department would not provide that service in those cases. <br />Councilmember Etten aslced if this would be subject to a joint powers agreement <br />through this process; with Chief O'Neill responding that only on the fire side if a <br />department didn't currently offer one, the City of Roseville would not provide <br />that supplemental service for those jurisdictions. Chief O'Neill advised that the <br />cities being served would involve the Cities of Shoreview, Arden Hills and St. <br />Paul, and possibly a portion of the City of Maplewood. <br />With existing capabilities available through the Roseville staffing inodel Mayor <br />Roe aslced if a medical unit was serving one particular medical emergency, did it <br />still have the ability and equipment to respond to another as well. <br />Chief Brosnahan stated that the Roseville staff and equipinent would remain in <br />Roseville for responses. Under the closest unit response scenario, Chief Brosna- <br />han reviewed various potential situations if both Roseville units were responding, <br />no matter whether in Roseville or elsewhere and a third medical emergency caine <br />forward, dispatch would figure out who met the best ability and turnout to re- <br />spond. <br />Chief O'Neill noted that this was no different than the current situation, with not a <br />day going by that such vohime didn't occur, noting today it happened three differ- <br />ent times. <br />Mayor Roe clarified that he was addressing his specific concerns to cardiac calls. <br />Chief Brosnahan advised that, depending on call vohime, dispatch would deter- <br />inine if Roseville or another unit could respond quicker than Roseville could re- <br />spond even if within Roseville. <br />Councilmember McGehee asked the process to be followed if both the City of St. <br />Paul and Roseville were outside of the city and then another call came in, how <br />fast would response time be for a cardiac event if Roseville EMT's were respond- <br />ing elsewhere. <br />
