Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 21 <br />care directive; and the need for educating families about honoring choices and fol- <br />low-up assistance from facilitators in creating a directive. <br />Councilmember Etten thanked the Task Force for their awesome work on this ef- <br />fort. <br />Mayor Roe agreed with Councilmeinber Etten and thanlced them for their willing- <br />ness to continue with their efforts by reinventing themselves as "CHAT." <br />Fire Department Closest Unit Dispatching and Share Services Presentation <br />Fire Chief Tiin O'Neill and Battalion Chief David Brosnahan were available to <br />present a concept for "Closest Unit Dispatching" resulting from a committee of <br />Rainsey County Fire Chiefs in 2014 to research and evaluate opportunities for in- <br />creased shared services among their departments. Battalion Chief Brosnahan's <br />presentation was provided as part of the RCA dated November 16, 2015. <br />Discussion <br />Councilmember Etten sought clarification on whether police paramedic respond- <br />ers were involved for cardiac arrest, with Chief Brosnahan advising that they were <br />not, since the City of Maplewood was the only city with police responders with <br />that expertise, and they were not included. <br />Using the computer aided dispatch (CAD) software systems, and in call-bacic cit- <br />ies, Councilmember Etten questioned if Roseville emergency staff could arrive <br />faster in another jurisdiction, did our service within their borders put inore of our <br />emergency personnel outside Roseville borders to a greater extent than today. <br />Chief O'Neill responded that the closest unit dispatching program was based on <br />hirnout time, and depending on initial dispatching, once the other jurisdiction ar- <br />rived, the situation would be slowly t�irned over to their personnel. Chief O'Neill <br />noted that this process and dispatching would be part of the testing period and <br />evahiation; including iinpacts to each jurisdiction and the overall turnout response <br />for Rainsey County. Given the ongoing shortage of emergency personnel and <br />staffing throughout the County, Chief O'Neill noted that Roseville Fire Depart- <br />ment was typically at most regional fires anyway. As an example, just today, Ro- <br />seville had been called by the City of Falcon Heights to assist before they were <br />able to arrive on the scene of a fire in their coininunity; and again today, Roseville <br />had been called to Little Canada as part of the auto-aid agreeinent with the Lake <br />Johanna Volunteer Fire Department (LJVFD) based on their location and irrnne- <br />diate dispatch capability. Chief O'Neill opined that the only unknown and addi- <br />tional jurisdiction would be with the City of St. Paul and how that may or may not <br />impact turnout time. <br />Councilmember Etten noted his concern was with inore frequent medicals rather <br />than fires, and given a significant ainount of them within the City of Roseville, <br />
