Chief O'Neill stated that one of those steps was to see what enhanced <br />services could be provided for and best serve all of each of those customers at the <br />end of the day. <br />Mayor Roe noted that one existing benefit for Rainsey County not present else- <br />where was a coirunon dispatch service through Ramsey County (with the excep- <br />tion of the City of White Bear Lalce who had their own system); and therefore <br />opined it inight create a unique situation allowing this to work. Mayor Roe sug- <br />gested it was iinportant not to iinply that Roseville residents were more important <br />than those living outside its jurisdictional boundaries, while at the same time not <br />causing negative impacts for Roseville's residents. Mayor Roe noted that the cur- <br />rent system and incidents in Roseville or outside of the community required a de- <br />cision to be inade, whether or not involving a cardiac call it remained a decision <br />and process that needed to happen. Mayor Roe opined that this sounded like this <br />was intended to make it easier and better for the person on the end of that third <br />call. <br />Chief O'Neill concurred, noting that only through this brand-new technology of <br />automatic vehicle locators (AVL) and the new CAD software system in May of <br />2015 had this ability becoine available. <br />Councilmember McGehee asked if it would be possible going forward to come <br />back in the first quarter to tell the City Council how many calls Roseville made <br />outside the community and how many calls were answered in Roseville by others <br />from outside Roseville in order to see proportionality how this worked in practice. <br />As part of that, Councilmember McGehee also asked for the Roseville depart- <br />ment's evahiation as to whether or not they saw any unreasonable delay or serious <br />cases because they were dispatched elsewhere. <br />Chief O'Neill stated emphatically that this would be an ongoing evahiation. <br />Chief O'Neill advised that the next step would be for them to return to the City <br />Council — as would the other participating jurisdictions in Ramsey County — with <br />a joint powers agreement, mostly likely in the spring of 2016. Chief O'Neill ad- <br />vised that they would have additional and more detailed information for the City <br />Council at that tiine as well, including which municipalities had opted in or opted <br />out; along with test guidelines proposed to evaluate the extremely important data <br />needed to evaluate this pilot program. <br />Councihnember Laliberte asked if there would be any budget implications for <br />2016, such as a CAD software update. <br />Chief O'Neill advised that the City Attorney provided his legal assistance for the <br />process as part of their contract, anticipating no additional costs associated, and <br />costs for the AVL and CAD had occurred last May. <br />
