Budget Items Recess Mayor Roe recessed the meeting at approximately 8:26 p.m., and reconvened at approximately 8:34 p.in. 14. Business Items (Action Items) a. Consider Granting a Cable Television Franchise to CenturyLink Mayor Roe noted that this franchise had been introduced at last week's meeting where the fonnal public hearing had occurred. At the request of Mayor Roe, City Manager Trudgeon briefly reviewed the agreement as detailed in the RCA and at- tachments dated November 16, 2015. There was no additional public comment at tonight's meeting. McGehee inoved, Etten seconded, adoption of the Findings of Fact (Attachment A) regarding the CenturyLink Cable franchise; and enactment of Ordinance No. 1486 (Attachment B) entitled "An Ordinance Granting a Franchise to Qwest Broadband Services, Inc., d/b/a CenturyLink, to Construct, Operate, and Maintain a Cable Coinmunications System in the City of Roseville; Setting forth Condi- tions Accompanying the Grant of the Franchise; Providing for Regulation and Use of the System and the Public Rights-of-Way in Conjunction with the City's Right-of-Way Ordinance, if any, and Prescribing Penalties for the Violation of the Provisions Herein." Roll Call Ayes: McGehee, Willmus, Laliberte, Etten and Roe. Nays: None. McGehee moved, Willmus seconded, enactment of Ordinance Summary No. 14865 (Attachment C) entitled, "An Ordinance Amending Title 1203 of the Ro- seville City Code Granting a Franchise to Qwest Broadband Services, Inc., d/b/a CenturyLink, to Construct, Operate, and Maintain a Cable Cominunications Sys- tem in the City of Roseville."
