Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 27 <br />allowing the applicant to move forward in a timely inanner as tenants come forth, <br />without the need for each to coine before the City Council, <br />Councilmember McGehee stated that she had a problem with the layout of the en- <br />tire area, specifically for pedestrians walking from the edge of the existing park- <br />ing lot, even though she understood improved pedestrian access was intended, she <br />had yet to recognize any improved pedestrian access planned form one side of the <br />parking lot to another. <br />Mr. Paschke stated that this large area would be anticipated for vehicular traffic in <br />our car-oriented world, and suggested pedestrians would not typically traverse the <br />entire site. However, with respect to the plan, Mr. Paschke clarified that every ar- <br />ea would not be represented, but consideration given during future planning for <br />what was most appropriate for good, safe connections created from perimeter <br />roadways within Rosedale and outside on County Road B-2 for pedestrians, bicy- <br />cles and vehicles from certain reaches of the parking lot {e.g. plaza and park & <br />Ride). Mr. Paschke advised improving that safety impact would be the focus of <br />that implantation for future development of Rosedale Center. <br />If transportation improvements are needed off Snelling Avenue, Councilmember <br />McGehee questioned who would be responsible for those improveinents. <br />Mr. Paschke deferred to Public Works Director Culver to respond to that question. <br />Councilmember Willmus questioned if all property owners were party to this <br />PUD Amendment, with Mr. Paschke responding that they were not, with the main <br />applicant being J. C. Penney and Jones Lang LaSalle (JLL), with JLL probably <br />encapsulating a number of fir�ns. <br />Councilmember Willmus questioned if the owners of the additional outlots were <br />also included. <br />City Attorney Mark Gaughan responded that Condition #4 of the four conditions <br />of approval included in the resolution addressed that, with title examination need- <br />ed satisfactory to the City Attorney. Mr. Gaughan advised that his office would <br />continue to research titles throughout the process and as applicable. <br />Mr. Paschke further clarified that as alluded to by the City Attorney, their office <br />would be doing the title search for land leases, not title of record. <br />Councilineinber Etten questioned if the internal and external access to and in and <br />around Rosedale Center would include the existing Metro Transit Center. <br />
