Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 28 <br />Mr. Paschlce responded that improvements would be made at the existing Transit <br />Station, and deferred to the applicant to address that, as ongoing discussions were <br />underway with Rosedale Center and Metro Transit. <br />Councilmember Etten noted the need for improvements on County Road B-2 (e.g. <br />turn lane), and noted another thing missing on the north side between the north- <br />bound exit down to County Road B-2 was a sidewalk to facilitate the bus stop at <br />that location. Councilmeinber Etten noted that at this tiine pedestrians are forced <br />to wallc along the dirt under the bridge on the north side. Councilmeinber Etten <br />questioned if that was part of the proposed improveinent, and in turn addressing <br />the missing smaller segments within the coinmunity. Even though this is only a%2 <br />block segment, Councilmember Etten opined that it was a dangerous seginent. <br />Mayor Roe noted there were crosswalks directing traffic across to the side- <br />wall�/pathway on thesouth side of County Road B-2, but pedestrians continued to <br />walk on the north side of the street. <br />Public Works Director Marc Culver <br />In response to questions raised tonight, Mr. Culver advised that both the Minneso- <br />ta Department of Transportation (MnDOT) and Ramsey County had reviewed and <br />comment on these proposed improvements. Mr. Culver noted that MnDOT had <br />talked about a trail on the north side of County Road B-2 and suggested sidewalk <br />placement there. However, Mr. Culver advised that staff had not inade that side- <br />walk a requirement for Rosedale Center to pick up that cost. However, as part of <br />these preliminary discussions with Ramsey County and MnDOT to-date, Mr. <br />Culver stated that Ramsey County had identified additional improvements they <br />wanted to make adjacent to and at these intersections, for which they would be <br />picking up costs. Mr. Culver advised that staff would look at how to malce the <br />sidewallc connection feasible, particularly for pedestrians coming froin the bud to <br />inost likely Rosedale Commons, and would continue those discussions with in- <br />volved parties. <br />Regarding Councilmember Willmus' question on whether traffic was based on the <br />full square footage, Mr. Culver advised that he recalled that primarily these im- <br />provements were considered during that discussion other than possibly the one <br />outlot directly north, and deferred further response to the developer. <br />During MnDOT discussions to-date, Councilmember McGehee asked if they in- " <br />cluded a broader area beyond Snelling Avenue, or was only related to Rosedale <br />Center; with Mr. Culver responding affirmatively. <br />Rosedale Center Representative, Bill Moston, Senior Vice President with <br />JLL Retail, Chicago <br />
