Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 29 <br />Mr. Moston expressed appreciation in working through this partnership with the <br />City of Roseville and moving forward with this project to transform Rosedale <br />Center. Mr. Moston responded to several questions raised tonight. <br />Metro Transit <br />Mr. Moston advised that JLL continued to ineet with Metro Transit to address the <br />impact at Rosedale Center and the community as a whole. Mr. Moston noted that <br />Metro Transit's current proposal was to increase their presence at Rosedale and <br />better serve community customer's. Mr. Moston assured the public and Coun- <br />cilmembers that JLL would continue to dialogue with them, and anticipated good <br />things to come out of those discussions for the future that would serve to mitigate <br />soine of the current regional traffic issues. <br />Outlots and Traffic Studv <br />Mr. Moston advised that traffic studies had originally been done for two of the <br />outlots, those adjacent to the new addition and AMC Theater. Subsequent to that, <br />Mr. Moston advised that more outlots were added as prospective in that area in <br />the future, with no users yet identified. <br />Mr. Moston advised that JLL had contracted with the firm Kimley-Horn to per- <br />form that traffic research; with the perception that other outlots would have less <br />impact than the initial two outlots based on the density of uses hitting that particu- <br />lar corner and intersections as identified by the City as needing the most attention <br />and having the most impact on other intersections in that area. While this didn't <br />address all of the questions raised by the City Council, Mr. Moston stated that un- <br />til that traffic study was fully defined, he was attempting to provide a quick take <br />on those initial questions. <br />Sidewalk Issue <br />Mr. Moston noted that Public Worlcs Director Culver had addressed this question. <br />Off-Site Improveinents <br />Mr. Moston referenced staffls comments and potential capping of costs on outlots <br />and off-site improvements at the request of JLL. Mr. Moston assured all that JLL <br />was happy to contribute to those improvements, in the approximately range of up <br />to $400,000. However, since those proposed improvements have yet to be fully <br />vetted by MnDOT and Ramsey County, Mr. Moston asked that the City define the <br />amount of anticipated cost involvement for JLL inoving forward. <br />If no cap of $400,000 is established by agreement, Mayor Roe asked if that would <br />be considered a deal-brealcer from JLL's perspective. <br />Mr. Moston responded that JLL;s rationale in requesting this cap was simply try- <br />ing to quantify their exposure and define which of those improvements were with- <br />in the control of JLL and those that were out of JLL's control, until Ramsey <br />
