City of Roseville Request to Amend City Code, Chapter 1011.04 Tree <br />Preservation and Restoration in all Districts <br />City Planner Paschke referenced the RCA dated Noveinber 16, 2015; and deferred <br />to Consultant Ben Gozola to review the most recent changes resulting from the <br />Planning Commission's review based on their discussion, additions and revisions <br />that were incorporatecl into the proposed draft ordinance (Attachment E) and in- <br />corporating changes since the last City Council review in September of 2015. <br />Mr. Gozola reviewed proposed changes and rationale of the Planning Commis- <br />sion in their deliberations; and also advised that Consultant Marlc Rehder from S <br />& S Tree Service was also present to assist in this discussion. <br />Mr. Gozola advised that the only item of note to the City Council, and causing <br />concern was the Planning Commission's revision to Section C(Exeinptions) and <br />exemption of tree removal related to the repair of city public improvements and <br />the Commission's suggested removal of this exemption unless for repairs but not <br />exempted for projects. <br />Mr. Rehder reviewed his recommendations as suggested by the Planning Com- <br />mission for Section J.2 related to replacement tree specifications and credits for <br />diaineter breast height (DBH) inches and as addressed in the Table at line 311 <br />(page 10, Attachment E). Mr. Rehder attempted coinparisons between the exist- <br />ing and proposed results based on previous development exainples (e,g. Apple- <br />wood Point and Pulte Homes-Josephine Woods). <br />Mr. Rehder noted that this section represented a custom tool specific to Roseville; <br />and in real world testing, S& S Tree Service would continue its application in a <br />reviewing role, and track results inoving forward, bringing forward any needed <br />changes based on that performance for future City Council review and action. <br />Mayor Roe requested clarification for replacement tree locations in Section J, <br />Itein 8 and 10% maximum language, and noted its inclusion in the marked up or- <br />dinance (Attachment D) but did not find it into draft ordinance (Attaclunent E), <br />with Mr. Gozola agreeing that it had been inadvertently omitted, and he would <br />make that correction. <br />Councilmember McGehee expressed her appreciation for the final improved doc- <br />uinent and for the Planning Commissions' final review and input as well. Coun- <br />cilmeinber McGehee opined this was a good document reflecting many of the <br />things she was seeking. <br />Councilmember Laliberte also thanked Mr. Gozola ancl the Planning Commission <br />for listening to everyone's feedback.
