Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 6 <br />Councilmember Willmus expressed his commitment to a 1 year to 18 month max- <br />iinum lease tenn; suggesting the lease agreement be structured for a 1 year term <br />with 6 months options in order to hold the City Council accountable to resolve <br />this situation sooner rather than later. Regarding staff's coinment about property <br />owner responsibilities to retrofit a space for a tenant (e.g. fixtures or carpet), <br />Councilmember Willmus noted that most prospective landlords won't ante up any <br />money since tenants typically pay for those amenities. Councilmember Wilhnus <br />reiterated that his intent in a short-term lease was to set a deadline for the City <br />Council to make a decision; and suggested if the city was in a position to get by <br />during the interim, perhaps an additional storage area was not even needed during <br />that interiin period. <br />Councilmember McGehee noted, while attending the Open House at Vogel Sheet <br />Metal's facility, there were several nice docks/bays that were not being used at <br />this time and suggested staff research that possibility. <br />At the request of Councilmeinber Laliberte, City Manager Trudgeon advised that <br />the armory building had been vacated and was currently empty; and while provid- <br />ing lots of space, questioned if it was suitable for the City's needs and/or future <br />use. <br />MOTION <br />Etten moved, Roe seconded, to allow staff to pursue a lease for storage space for <br />1 year to 18 months, or for the shortest term possibly available, at an annual lease <br />rate not to exceed $25,000. <br />AMENDMENT TO THE MOTION <br />Willmus moved that the term of the lease agreement in the proposed inotion not <br />exceed 18 inonths. <br />Mayor Roe declared the motion to amend failed due to lack of a second. <br />Councilmember Etten stated that with the language of his original motion, his in- <br />tent was that any lease tenn negotiated by staff of longer duration than the 18 <br />months would require staff to return to the City Council for approval. However, <br />Councilmember Etten also noted staff's rationale in seeking a longer term in at- <br />teinpting to get this accomplished as soon as possible, and while his motion lim- <br />ited the term and sought some specificity, it still left things flexible enough for <br />staff to be able to negotiate a lease agreement. <br />Roll Call <br />Ayes: Etten and Roe. <br />Nays: Willmus, Laliberte and McGehee. <br />Motion failed � <br />
