Stat. § 15.99 <br />Planning Commission Action: <br />On December 2, 2015, the Planning Commission held the public <br />hearing for the conditional use application and voted unanimously to <br />recommend approval of the proposal. <br />1 BACKGROUND <br />> The applicant, Calyxt, Inc., intends to develop a corporate headquarters that includes indoor <br />3 research and development facilities, greenhouses, and up to five acres of outdoor research plots. <br />�+ The Planning Commission held the public hearing for the proposed changes on December 2, <br />� 2015; information about the proposed conditional use, the staff analysis presented in the Request <br />u for Planning Commission Action, and other supporting documentation, as well as draft public <br />�t hearing minutes, are included with this report as RCA Exhibit A. <br />g� If the conditional use application is approved, Calyxt will have the confidence it needs to acquire <br />� the property. Because the subject property is located in Twin Lakes, on a former trucking <br />� o terminal site, the applicant will be submitting a Tax Increment Financing (TIF) application <br />� � which, if approved, would provide assistance with remediating contamination on the site. It is <br />� 2 anticipated that much of this assistance will come from the TIF Hazardous Substances <br />�� Subdistrict, which is a set of funds restricted for brownfield purposes. When the applicant's pro <br />� a forma is completed and the application is received, it might also include a request for traditional <br />�:� TIF finds, if necessary. Calyxt may also be re-platting the property to better suit its development <br />� o plans.
