L��� <br />�}� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Item Description <br />BACKGROUND <br />Date: 1 /4/ 16 <br />Item No.: 8.i <br />City Manager Approval <br />Approve Terms of 2016-2018 Law Enforcement Labor Services (LELS) <br />Police Officers Contract <br />The City of Roseville has four collective bargaining units, the Police Sergeants - Teamsters; <br />Police Officers- LELS; Maintenance Workers - IUOE Loca149, and the Fulltime Firefighters - <br />IAFF. The Firefighters are the only other contract settled for 20] 6 and beyond. <br />This report is for the Police Officer's unit, which has 39 city employees participating in the <br />LELS bargaining unit. They are comprised of non-supervisory licensed law enforcement <br />officers. The City and the union have a tentative agreement and the contract terms will be <br />implemented upon ratification of this contract. <br />The Ciry and union reviewed and compared 10 other Police department contracts in the metro <br />area to negotiate this contract, as well as making internal comparisons. <br />City staff and union members from LELS have met and found common ground for a settlement <br />on a contract that spans three years. The membership has voted to accept the contract terms with <br />implementation upon City Council approval and effective upon ratification. As part of the <br />contract, si�nificant changes were made to the educational incentives for officers. With that in <br />mind, the contract should be looked at as part of a whole package undertaken to reform the <br />educational incentive. The following are the highlights of the contract: <br />CONTRACT DURATION: <br />3 years from 1/1/16 - 12/31/18 <br />WAGES & LONGEVITY: <br />� The City will provide a 2.75% wage and longevity COLA far each step for each of the years of <br />� the contract that will be effective January ls� of each year. <br />Additionally the City will: <br />increase the start pay 2% bringing it to 70% of top pay before longevity which is more in <br />line with the marketplace average. <br />increase the 6 mo. step by 5°/o bringing it to 75% of top pay before longevity which is <br />which is more in line with the marketplace average. <br />Page 1 of 2 <br />
