This is equivalent to an additional 2% after 20 years.
.. EDUCATIONAL INCENTIVE
.. Effective beginning O1/O1/2016 the following terms and conditions are effective:
- After one year of employment with the City, a police officer may choose to receive educational
supplementary pay and will receive the following upon providing written request and
certification of degree:
Bachelor's Degree $90 per month
Master's Degree $160 per month
_ (Note: Previous educational incentives ranged from $149.72 to
 $479.48 per month)
INSURANCE:
Same as City Council has provided to all other City staff.
; SPECIALTY PAY:
Specialty pay will transition with the market trend to provide a 5% wage differential for those
, assigned to the specialty duties in the contract rather than a negotiated amount that works out to
._ be the 5% differential anyway.
  UNIFORMS:
. Increase uniform allowance by a COLA each year of the contract starting with 2.5% in 2016 to
provide $825 for uniformed Officer's and for plain clothes Officer's the allowance will be $720.
.. POLICY OBJECTIVE
.. Each year the City budgets wage and benefit adjustments for all employees. The adjustments
stem from the best information known or anticipated from the metro labor market, labor
settlements and consumer price indexing.
BUDGET IMPLICATIONS
: It is estimated that this contract will add an estimated $30,000 -$35,000 to the 2016 Police
E: Department budget. There will not be any requests for additional funds in the Police
h Department. Instead the additional costs will be managed by reduced spending in other areas of
police department operations and expected savings from assumed staff turnover throughout the
year.
STAFF RECOMMENDATION
6 Staff recommends approval of the 2016 -2018 LELS contract terms.
t ' REQUESTED COUNCIL ACTION
: Motion to approve the proposed terms and conditions of the 2016-2018 collective bargaining
- agreement with the LELS and direct City staff to prepare the necessary documents for eXecution,
subject to City Attorney approval.
Prepared by: Prepared by: Eldona Bacon, Human Resources Manager (651) 792-7025
Page 2 of 2
