Agenda Item 3. <br />HRA Meeting <br />Minutes – Tuesday, August 18, 2015 <br />Page 9 <br />1 <br />Motion: Member Majerus moved, seconded by Member Etten to adopt the Roseville <br />2 <br />HRA Strategic Plan for September 2015 through August 2019, guiding the Board’s <br />3 <br />activities for the next four years. <br />4 <br />5 <br />Ayes: 6 <br />6 <br />Nays: 0 <br />7 <br />Motion carried. <br />8 <br />9 <br />b.Authorize Contribution and Participation in Smart Growth Workshops <br />10 <br />Ms. Kelsey introduced Mr. Kramer who briefly spoke about the benefits of the Smart Growth <br />11 <br />America (SGA) Workshop as detailed in the staff report dated August 18, 2015. <br />12 <br />13 <br />St. Paul Area Chamber of Commerce (SPACC) President Matt Kramer <br />14 <br />Member Majerus asked how many participating agencies or cities the SPACC anticipated. <br />15 <br />16 <br />While Ramsey County was inviting all seventeen cities within its boundaries, Mr. Kramer <br />17 <br />stated that he expected a relatively small attendance of 10-15 for the Larpenteur Avenue <br />18 <br />workshop, particularly those bordering the Larpenteur Avenue corridor. Mr. Kramer noted <br />19 <br />that the Smart Growth group would be visiting the Larpenteur area the day before the <br />20 <br />workshop so would be prepared with some specific ideas rather than just a wish list providing <br />21 <br />support for higher uses and good development for that corridor. <br />22 <br />23 <br />Member Wall thanked Mr. Kramer for attending, and offered his support for this great project. <br />24 <br />Member Wall opined that the requested contribution was a small investment even if Roseville <br />25 <br />saw no immediate benefit or specific project come out of it; and if something developed on the <br />26 <br />St. Paul or Maplewood site, it would still prove beneficial to Roseville in the long run. <br />27 <br />Member Wall sought assurances from Mr. Kramer that the SPACC that the City of St. Paul <br />28 <br />was now committed to actively pursue development along the Hamline Avenue to Rice Street <br />29 <br />segment of Larpenteur Avenue. <br />30 <br />31 <br />Mr. Kramer advised that he could at least guarantee the interest of the City of St. Paul, and as <br />32 <br />noted by Member Wall, one of the reasons to bring everyone to the same table sharing the <br />33 <br />same boundaries was a goal of the SGA’s work. Regarding what the benefit may be for the <br />34 <br />City of Roseville, Mr. Kramer opined that given the already disproportionate amount of <br />35 <br />commercial/retail development on this side of the corridor, any investments made will benefit <br />36 <br />Roseville, as well as the City of St. Paul. Mr. Kramer reiterate that the City of St. Paul is <br />37 <br />committed to working on areas of interest and shared intersections for the benefit of both <br />38 <br />communities, and were therefore more than willing to come together to participate in this <br />39 <br />workshop, with strong relationships continuing to be built along those interests. <br />40 <br />41 <br />At the request of Chair Maschka, Mr. Kramer advised that there were other corridors sharing <br />42 <br />jurisdictions that were now working collaboratively and cooperatively on such endeavors; and <br />43 <br />opined that this one-day workshop by SGA would provide an in-depth review of what has <br />44 <br />worked to-date and what has failed, especially with real estate deals, strip malls, and variables <br />45 <br />involved. <br />46 <br />47 <br />Member Etten noted the concentration of this effort along Larpenteur, but not addressing Rice <br />48 <br />Street or its intersection with Larpenteur Avenue, opining that something was bound to be <br />49 <br />missed, and expressed hope that both corridors could be reviewed by the SGA from the <br />50 <br />north/south as well as east/west perspectives. Member Etten noted the work of St. Paul <br />51 <br />Councilmember Amy Brendmoenalong those efforts, and expressed further hope that city <br />52 <br />friends in the Maplewood were already on board as well. <br />53 <br />54 <br />Ms. Kelsey advised that she had spoken to Mr. Weinhagen of the SPACC regarding alerting <br />55 <br />him to the work being done by various neighborhood groups and agencies in Roseville in the <br /> <br />
