Agenda Item 3.
HRA Meeting
Minutes – Tuesday, August 18, 2015
Page 13
1
At the request of Member Majerus as to whether staff time would be net/net or if it would cost
2
more in administrative costs for the workshops than the current Fair, Ms. Kelsey assured him
3
that staff time would be significantly reduced. Member Majerus spoke in support of holding
4
workshops at the new Roseville park facilities.
5
6
Chair Maschka noted the success of some past workshops offered at the Fair, including first-
7
time home purchasing and financing, and asked individual HRA members to brainstorm other
8
relevant topics, including bathroom and kitchen remodeling that included the process, steps
9
and which permits were required.
10
11
Member Lee suggested using GMHC as a resource for workshops; along with rehabbing
12
ramblers.
13
14
With the recent discussions at the City Council on deer and wildlife feeding and management,
15
Chair suggested that may provide a good topic (e.g. deer resistant landscaping and gardening,
16
fencing, etc.).
17
18
Motion: Member Majerus moved, seconded by Member Lee to formally eliminate the
19
“Living Smarter” Home & Garden Fair;
20
21
Ayes: 6
22
Nays: 0
23
Motion carried.
24
25
HRA Board consensus and direction to staff was to initially offer 4-6 workshops. Member
26
Etten noted four were already being done, and more were needed; with Chair Maschka opining
27
that eight was too many, and a number of topics could still be repeated.
28
29
Ms. Kelsey advised that to-date, workshops were planned twice a year and avoided summers,
30
but noted that this was also still a work-in-progress in determining what worked and what
31
didn’t. Ms. Kelsey noted that those workshops held at the Fair and having the highest
32
attendance and interest level were the same the Board had suggested be repeated. Ms. Kelsey
33
cautioned that staff would need to take care in not making recommendations of any one
34
sponsor; and while previously allowing those companies doing workshops the freedom to
35
advertise at the Fair, it would be necessary to be more alert with individual workshops. Ms.
36
Kelsey noted that there were a number of social or non-profit agencies available to hold
37
workshops for education purposes, but advised that this conversation would return to the Board
38
for future discussion in the future.
39
40
Chair Maschka stated he was not troubled with a Roseville business performing a workshop
41
not only serving as a great resource but being able to get more business in the process.
42
43
Member Masche noted this did fall under the HRA of supporting its local businesses and
44
business retention.
45
46
Members Lee and Masche suggested videotaping the workshops for replay on C-TV or to have
47
available as an educational resource at City Hall.
48
49
Ms. Kelsey advised that she would look into that and address that as part of the “grand plan.”
50
51
e.Approve Contract for Services for 2015
52
(Moved to Item 9.a.1)
53
54
f.Authorize Hiring of Intern for Research on Hotel/Motel Regulation
