Agenda Item 3. <br />HRA Meeting <br />Minutes – Tuesday, August 18, 2015 <br />Page 14 <br />1 <br />As detailed in the staff report, Ms. Kelsey noted the draft job description for an intern for <br />2 <br />performing additional research on hotel and motel regulations in Roseville. <br />3 <br />4 <br />At the request of Chair Maschka, Ms. Kelsey advised that she would solicit the University of <br />5 <br />Minnesota, the University of Northwestern and may seek graduate students outside those <br />6 <br />schools who may be seeking a project. <br />7 <br />8 <br />Chair Maschka spoke in support of a graduate student. <br />9 <br />10 <br />Member Majerus asked if this intern would be funded by all departments in the City or just by <br />11 <br />the HRA, since the in-depth study would be utilized by many groups. <br />12 <br />13 <br />Chair Maschka noted this was a serious problem needing addressed, and suggested <br />14 <br />incentivizing it similar to the rental registration/licensing program; and the success of that <br />15 <br />HRA initiative prompting this project falling on the HRA. Chair Maschka opined this was an <br />16 <br />appropriate fit, since it addressed community blight and redevelopment, in addition to other <br />17 <br />related issues with public safety, police enforcement, etc. Since the issue remains so <br />18 <br />disjunctive at this point, but requires a comprehensive look, Chair Maschka opined that it was <br />19 <br />a good initiative for the HRA to undertake at this point, and asked Member Majerus if he felt it <br />20 <br />was out of the realm of the HRA. <br />21 <br />22 <br />Member Majerus noted that his rationale in bringing it up was that since it would ultimately <br />23 <br />benefit all departments, everyone should participate in the cost. <br />24 <br />25 <br />Member Masche noted the cost was minimal at $2,500. <br />26 <br />27 <br />Member Majerus concurred, suggesting that implementation of findings needed to move <br />28 <br />toward multi-jurisdictional responses and cost sharing. <br />29 <br />30 <br />Member Wall opined that clear maximum hours and a per hour rate needed to be established, <br />31 <br />with Ms. Kelsey responding that a maximum amount of $3,000 had been included. Member <br />32 <br />Wall opined that his recollection for the next stage after receiving the report from the Hamline <br />33 <br />students was for the City Attorney to determine how much of a fine could be imposed and <br />34 <br />enforced for noncompliance; and since that information was not yet available to the HRA, he <br />35 <br />considered this premature until that legal authority was defined. <br />36 <br />37 <br />Chair Maschka suggested asking the City Attorney to attend the next HRA meeting to provide <br />38 <br />those parameters; with Ms. Kelsey clarifying that it would need to be the City Attorney and not <br />39 <br />the HRA Attorney as that was outside her realm of expertise. <br />40 <br />41 <br />Member Etten opined that an intern could research other jurisdictions on a process or how to <br />42 <br />go about enforcement, which was one piece the HRA would want before seeking review and <br />43 <br />recommendations from the HRA as to those powers. <br />44 <br />45 <br />Member Wall opined that the information provided from the Hamline study was good as far as <br />46 <br />it went, but anticipated working with the Ramsey County Attorney’s office based on their <br />47 <br />interest and efforts to-date along these lines. Member Wall suggested taking their lead on what <br />48 <br />can and cannot be done, and their familiarity with ordinances of other communities in Ramsey <br />49 <br />County, which wouldn’t require an intern. Member Wall clarified that the dollar amount for <br />50 <br />an intern was not the point for him, but he wasn’t sure at this point of the need to seek those <br />51 <br />services. <br />52 <br />53 <br />Member Majerus asked what the HRA would receive if approving this request that would be <br />54 <br />unavailable by pushing the City Attorney to determine what was available legislatively and <br />55 <br />legally; or what information would the HRA gain that it didn’t already have available. <br /> <br />
