1 <br />2 <br />3 <br />4 <br />5 <br />At the request of Member Wall and by consensus, the agenda was amended to remove Consent Item 6.d <br />6 <br />entitled “Staff Contracts” for consideration at a future agenda. <br />7 <br />8 <br />Chair Maschka announced current Citizen Advisory Commission vacancies and the process for <br />9 <br />applying to City Hall. <br />10 <br />11 <br />Chair Maschka recognized representatives of Sherwin Williams, in tonight’s audience, and presented a <br />12 <br />Certificate of Participation in appreciation of their sponsorship at the 2015 Living Smarter Home & <br />13 <br />Garden Fair. <br />14 <br />15 <br />16 <br />None. <br />17 <br />18 <br />19 <br />Executive Director Kelsey briefly reviewed Consent Agenda items; as detailed in specific staff reports <br />20 <br />and attachments dated February 17, 2015. <br />21 <br />22 <br />23 <br />With recent changes made by the HRA in this loan program, and scheduled to be highlighted <br />24 <br />in the upcoming City News newsletter and at the Living Smarter Home & Garden Fair, Ms. <br />25 <br />Kelsey anticipated increased awareness of this program and subsequent increased <br />26 <br />participation. <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />At the request of Member Wall, Ms. Kelsey confirmed that this contract was down compared <br />33 <br />with 2014, with the 5% administrative fee based on the HRA’s total annual budget. <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />47 <br />HRA Attorney Martha Ingram provided a bench handout, attached heretoand made a part <br />48 <br />hereof,and highlighted the summary of Minnesota HRA powers. The presentation included <br />49 <br />the powers of the HRA allowed under the City Council, and the relationship of the HRA with <br />50 <br />and under the City Council, based on historical precedence and political realities as referenced <br />51 <br />in the HRA Act, Sections 469.001 to 469.047of Minnesota Statutes. <br />52 <br />53 <br />Ms. Ingram reviewed the housing powers utilized by the RHRA, and comparisons and/or <br />54 <br />differences in housing and redevelopment projects; financing options available specific to the <br />55 <br />HRA and those available at the will of City Council approval. <br /> <br />
