Item 10d Attachment A <br />Memo <br />To: <br />Paul Bilotta, Community Development Director <br />Jeanne Kelsey, HRA Executive Director <br />From: <br />Chris Miller, Finance Director <br />Date: <br />December 14, 2015 <br />Re: <br />2016 Administrative Fee for the EDA <br />Paul & Jeanne, <br />Based on our past practices for both stand-alone City activitiessuch as the former HRA and City <br />business-type functions, as well asCity-sponsored activities such as the Roseville Visitors <br />Association; we typically charge an administrative fee equal to 5% of the total operating budget.I <br />propose the samefee structure for the EDA. <br />The administrative fee covers the costs of general services provide by the Finance and <br />Administration Departments and would be separate from any services provided by Community <br />Development Staff.These services include: <br />Process bi-weekly payroll and weekly payment of invoices. <br />Provide various financial reports and analysis. <br />Provide assistance and guidance in the preparation of the EDA’s annual budget. <br />Coordinate the selection of a CPA firm and the preparation of all audit workpapers for the <br />purposes of conducting an annual financial audit of the EDA’s activities. <br />Establish and maintain all banking and investment relationships and procedures. <br />Maintain coverage for the EDA/HRAand its activities on the City’s property liability and <br />work comp insurance policies. <br />Provide HR support and guidance for Staff. <br />Provide for the EDA’s proportionate share of office space, office equipment & supplies, etc. <br />The list of items shown above detail the regular on-going functions provided by City of Roseville <br />Staff in the Finance and Administration Departments.Additional assistance is provided on an as <br />needed basis. <br />At 5% and a 2016 EDAGeneralAdministrative Budgetof $181,600, the admin fee for 2016 would <br />be $9,080.
