REQUEST FOR ECONOMIC DEVELOPMENTAUTHORITY ACTION <br />Date:January 4, 2016 <br />Item No.:3 <br />Department ApprovalExecutive Director Approval <br />Item Description:Election of Pro tem President and Secretary of the Roseville Economic <br />Development Authority <br />B <br />ACKGROUND <br />1 <br />The City’s resolution enabling the creation of the Roseville Economic Development Authority <br />2 <br />(REDA), adopted on November 30, 2015, provides that the City Council members shall serve as <br />3 <br />the REDA’s board of commissioners. Since the REDA is a newly-created political subdivision, <br />4 <br />the commissioners must elect temporary leadership for the purpose of presiding over the meeting <br />5 <br />until the definitive officers can be elected pursuant to the REDA’s by-laws. The by-laws should <br />6 <br />not be adopted until the REDA’s legal existence and authority to act have been memorialized on <br />7 <br />the record, so a President Pro Tem and Secretary Pro Tem is necessary in the interim.The <br />8 <br />President Pro Tem must be a commissioner and the Secretary Pro Tem can be either a <br />9 <br />commissioner or staff appointment. <br />10 <br />The REDA attorney Martha Ingram from Kennedy and Graven has been providing guidance on <br />11 <br />the legal oversight of conducting the first meeting of the REDA.
