This is coming at a fast pace <br /> due to the grant deadline of February 18. We are hoping to get some conceptual approval from the Parks & Recreation <br /> Commission before we meet with the City Council on February 8. <br /> <br />Attached to this email includes a profile of the community project, a map of the area, the grant information, and the 2016 Policy <br /> Priority Plan that was adopted by the City Council on December 7. Page three of the priority plan discusses the focus on Karen <br /> in Southeast Roseville including exploring recreational opportunities. <br /> <br />The U.S. Bank grant we are seeking is through their ‘Places to Play’ Initiative that awards funding to communities who <br /> demonstrate a need for playground/recreation space in low to moderate income neighborhoods. <br /> <br />Over the last year the Karen Interagency Work Group, and recreation programming sub-group, have identified the need for <br /> direct play space at the Brittany/Marian Apartments. It is estimated that 200+ Karen youth live in the rental buildings that <br /> surround the vacant parcel at 1716 Marion St (see map attached). <br /> <br />Partnerships between the City of Roseville, the Roseville Police Foundation, Roseville Area Schools, International Institute of <br /> Minnesota, and Karen Organization of Minnesota have come together to support a proposal that would request a grant from <br /> U.S. Bank for funding for playground equipment at this site. HealthEast Foundation is also interested in exploring a partnership. <br />The closest park for the Karen youth is Tamarak Park, which has limited accessibility and requires a significant amount of foot <br /> traffic through single family residential. <br /> <br />We hope the Parks & Recreation Commission will offer a recommendation, or conceptual approval, on how to proceed. We <br /> understand that the 1716 Marion St parcel is not a part of the Park’s Master Plan, but we don’t want to lose an opportunity to <br /> bring much needed playground and recreation space to our large refugee population in Southeast Roseville. <br /> <br />A presentation with greater detail is tentatively scheduled for the February 8 City Council meeting.
