Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: January 26, 2016 Item No: 5
Item Description: 2016 Public Works Work Plan
Background:
Each year Public Works staff monitors and evaluates the condition of City infrastructure for
development of ongoing maintenance and replacement needs plans. We use this information to
develop capital improvement plans and in the development of the annual budget request in these
areas. We also work closely with Ramsey County and MnDOT on improvements to City
infrastructure as a part of their road improvement projects within Roseville. 2016 proposed road
construction on city streets consists of mill and overlay or the replacement of existing pavement
due to surface distress related to the age of pavement since many streets were reconstructed 20 to
30 years ago. The following are the improvements that we are recommending for the 2016
construction season within the city. The attached map shows both pavement improvement as
well as utility improvements. (Attachment A) The map also shows projects that are done by
Ramsey County, the MnDot and Met Council Environmental Services as some of these projects
have impacts on city projects. The proposed work plan is consistent with the 20 year capital
improvement plan and pavement management program policies.
1. Pavement Management Program Proiects: Each year the Public Works Department
evaluates infrastructure needs based on the City's Pavement Management Program and
assessment of utility infrastructure. Streets in marginal condition are recommended for
major maintenance by mill and overlay. Streets in poor condition and that do not meet the
City standard for street construction are recommended for reconstruction. We propose to
include the following street segments in our 2016 construction contract:
Mill and Overlay
N Hwy 36 Service Dr, St Croix St — Long Lake Rd
County Rd C2, Lexington Ave — Victoria Ave
*Prior Ave, County Rd B2 — Oakcrest Ave
Skillman Ave, Hamline Ave — Lexington Ave
*Oakcrest Ave, Prior Ave — Fairview Ave
Sherren St, Lexington Ave — Nancy St
Wilder St, Eldridge Ave — Sharondale Ave
Oxford St, County Rd B — Sherren St
Sharondale Ave, Wilder St—Prior Ave
Sherren St, Cul de Sac — Grotto St
Shr er Ave, Cul de Sac — Fairview Ave
Grotto St, County Rd B — Sherren St
Ran Ave, Cul de Sac — Fairview Ave
Heinel Dr, Cul de Sac — Dale St
Woodhill Dr, Hamline Ave — Lexington Ave
Heinel Cir, Heinel Dr — Cul de Sac
Farrington Ave, Iona Ln— County Rd C2
Matilda St, County Rd C2 — S Owasso Blvd
County Rd C2, Westem Ave — Rice St
Owasso Hill Neighborhood
The majority of the streets are proposed to have the top layer of pavement milled and
replaced with new bituminous pavement.
