inventoried the Private Drive as a direct discharge into Lake Owasso (direct <br />discharge is stormwater running directly into a water body without treatment, and <br />thus potentially carrying a higher amount of pollutants). There are also multiple <br />drainage issues along the Private Drive that affect property owners as stormwater <br />has to circumvent foundations to drain to the lake. This project will add a porous <br />driving surface that will treat the stormwater, and reduce the drainage issues of <br />the adjacent properties by capturing the water and directing it safely to the lake. <br />4. Other Improvements <br />35W Interchange at Cleveland Avenue: This project was awarded by Council last year. <br />Some minor work was started last fall. The project consists of completely reconstructing the <br />intersection, ramps and signal system. Major work will begin in the spring and the new <br />interchange should be completed by the end of July. <br />Twin Lakes Parkway Extension: This project was awarded by Council last year. Major <br />work will begin in the spring to extend Twin Lakes Parkway from Prior Ave to Fairview <br />Avenue. Water, sanitary sewer and storm water are included as part of the project. New trail <br />and sidewalk will also be extended as well as some enhanced landscaping will be installed. <br />The road is anticipated to be open to traffic in August. <br />Fairview & Twin Lakes Parkway/Terrace Ave Signal: As part of the Twin Lakes <br />Parkway improvements a new traffic signal will be installed at Twin Lakes Parkway/Terrace <br />Ave and Fairview Avenue. This signal project would be completed on the same timeframe as <br />the Twin Lakes Parkway Extension project. Additional right turn lanes off of Fairview will <br />be added. The project is funded by Twin Lakes TIF bonding that Council approved last year. <br />Cleveland and County Road C-2 Signal: As part of the Twin Lakes Parkway <br />improvements a new traffic signal will be installed at Cleveland Ave and County Road C-2. <br />This signal will provide better access to Cleveland Ave in the future as traffic from the <br />redeveloped areas around Twin Lakes Parkway increases. This signal project would be tied <br />with the Fairview and Twin Lakes Parkway signal contract. The project is funded by the <br />Twin Lakes TIF bonding that Council approved last year. <br />Twin Lakes East Collector: As an extension of the Twin Lakes Parkway improvements, the <br />intersections of Terrace Ave and Lincoln Ave, and Lincoln Ave and C-2 will be evaluated to <br />provide a better connection from Fairview Ave to Snelling Avenue. An additional left turn <br />lane from east bound County Rd C-2 to Snelling will be provided as part of the project. <br />Funding for the project is through TIF funding. <br />The overall cost of the 2016 Public Works Work Plan is approximately $10-11 million. <br />Recommended Action: <br />Comment on the 2016 work plan <br />Attachments: <br />A.
