Thi let-rer is a fllow-up to our Feruary 90 1988 meeting with you
to discuss the landscape wall for the Forum Apartments. At that
meeting you clearly advised us of your dislike for fihe wall, and
we tried to explain how decisions were made to create the wall as
it now exists.
Items reviewed were as follows:
1. The chronology of project meetings with City staff along with
the City Council's initial approval of amending the project to
a P.U.D, on April 17, 1986, was reviewed with you. As stated
in our meeting, the above approval stipulated that a landscape
wall be provided along Hamline Avenue. During September, 1986,
meetings were held with City staff to discuss details for the
project relating to site landscaping, the landscape wall and
site utilities. During September and October of 1987, meetings
were again held with City staff to review final details for
the Forum Apartment renovation, including discussions on the
revised landscape wal and ihe redoing of existing balconies.
As you pointed out, there is now a new administration at City
Hall and the current Mayor, Mr. Frank Rog, is apparently in
agreement with you on the landscape wall issue. We were also
informed that, afler reviewing this issue with your attorney,
there is, in your words, "nothing in writing' from City Council
amending their initial approval and its set of stipulations.
Further conversation led us to discuss the sequence of events
that enabled us to evolve the final product. We tried to ex-
plain that a Planned Unit Development, when approved by the
City Council, is in a very schematic stage and during its
course of development and r:finement, many issues and details
are discussed and resolved with City staft until mutual agree-
ment can be reached on all issues. It was basically this
process that was followed by our firm and clien,t group and we
feel that we worked very cooperatively with the City in every
respect.
