At that <br />meeting. you clearly advised us of your dislike for the wall, and <br />we tried to explain how oecisions were made to create the wall as <br />it now exists. <br />Items reviewed were as follows: <br />1. The Chrpnology nf project meetings with City staff along with <br />the City Council's initial approval of amending the project to <br />a P.U.�s on April 17� 1986� was reviewed with you. As stated <br />in ��r meeting� the above approva) stipulated that a(andscape <br />waff be provid�d along Hamline Avenue. During September, 1986, <br />meetings were held with City staff to discuss details for the <br />project relating to site landscaping, the landscape wall and <br />site utilities. During September and October ot 1987, meetings <br />were again held with City staff to review final details fior <br />t�e Forum Apartment renovation� including discussions on the <br />revised fandscape wall and i�he redoing of existing balconies. <br />As you pointed o�t, there is now a new administration at City <br />Hall and the c�rrent Mayor, Mr. Frank Rog, is apparently in <br />agreement arith you on the landscape wall issue. We were also <br />informed that� after reviewing this issue with your attorney� <br />there is, in your words, "nothing in writing" from City Council <br />amending t��ir initial approval and its set of stipulations. <br />Further conversation led us to discuss the sequence of events <br />that enabled us to evolv� the final product. We tried to ex- <br />plain that a Planned Unit Development, when approved by the <br />City Council, is in a very schematic stage and during its <br />course of development and refinement� many issues and details <br />are discussed ar�d resolved with City staff unti) mutual agree- <br />ment can be reached on all issues.
