ORDINANCE NO. 1203 AN ORDINANCE OF THE CITY OF ROSEVILLE, MINNESOTA ESTABLISHING SPECIAL SERVICE DISTRICT NO.1 WITHIN THE CITY LIMITS OF THE CITY OF ROSEVILLE Section 1. Whereas Clauses. (1) WHEREAS, owners of 25% or more of the land area of property that will be subject to service charges in a proposed special service district and owners of 25% or more of the net tax capacity that will be subject to service charges in the proposed special service district have filed a petition with the City of Roseville requesting a public hearing on the establishment of a special service district; and (2) WHEREAS, the City Council of the City of Roseville adopted a resolution on the 27th day of April, 1998 calling a public hearing to be held on May 26, 1998 at 7:15 p.m., at City Hall, Roseville, Minnesota, to discuss the proposed establishment of a special service district encompassing the area described on Exhibit A attached hereto within the City of Roseville; and (3) WHEREAS, the notice of the time, place and purpose of said public hearing was published twice, two weeks apart in the official newspaper of the City; the last such notice having been published more than three days prior to the date of the hearing; and (4) WHEREAS, the notice of the public hearing was mailed to the owner of each parcel within the area proposed to be included in the special service district; and (5) WHEREAS, the public hearing was held at City Hall of Roseville, Minnesota on May 26, 1998, at 7;15 p.m., and any person affected by the proposed special service district was permitted to testify on any issues relevant to the proposed special service district. Section 2. Establishment of District. The City Council of the City of Roseville hereby establishes a special service district encompassing the area described on Exhibit A attached hereto. Section 3. Special Services. The City of Roseville shall provide as special services within the special service district the improvement of the parking lot, relocation of a driveway and installation of curbing, landscaping within the parking lot and along street right-of-way, including installation of a sprinkler system, replacement and improvement of parking lot lighting
