<br />and installation of fencing between the special service district and adjoining property <br />owners. <br /> <br />Section 4. Public Purpose. <br /> <br />By the establishment of the special service district the City will achieve greater <br />public safety and the improvement of traffic flow within the special service district. <br /> <br />Section 5. Ordinance Summary. <br /> <br />Within 5 days after adoption of the Ordinance a summary of the Ordinance must <br />be mailed to the Owner of each parcel within the special service district. <br /> <br />Section 6. Effective Date. <br /> <br />The Ordinance shall become effective 45 days after it is adopted unless owners <br />of 35% or more of the land area in the special service district subject to the service <br />charge based on net tax capacity or owners of 35% or more of the net tax capacity in <br />the district based on a net tax capacity file before the effective date of the Ordinance on <br />objection to the Ordinance. <br /> <br />Passed this 26th day OfM~Yf 99 . <br /> <br /> <br />Daniel G.
