The sketch at the left indicates the location of th� proposed g�asQline despensiRg <br />station to be constructed in the parking lot east of the main entrance on County <br />Road B soufih a� the Applebaurrfi Food Market. The proposed station would take <br />up the space normally occupied by 40 cars in the parking lot. You will note that acc�rding to the figure s��mitted by the applicant that <br />the parking space provided for the Target Stores and the ,�pplebcumb Su,perma�.icat ; <br />are adeq� �te in relationship to the minimums r,,�quired in the ordinan�ce. Not�evith- <br />Standing this, however, there is some questi on os to the adequacy ��r �'r7� parking <br />serving the area. rhere is a generally known adverse parking v;�d cirr.ulation sifivation <br />in the Target Store ar�as at sometimes during the sh�pping week. So as to v�rify <br />the extent of this condition, we conducted a short survey of the area on Sa�urday <br />morning Apri I 22. Counts were made at half-hour i.ntervuls in various portions of <br />the parking lots affected. Th� sketch at the ieft indicates the parking areas by <br />letter A through E. In addition we took counts on Commerce Street and t�e <br />Uncle John's parking lot, which ❑Iso seems to get a considerab�e amount of Target <br />Stor� pari�ing use. The results of the survey are shown on the attached table, �hoch <br />indicates the number of cars that were parked in th� �various areas at th� time iradicated ;; <br />on the left of the table. � <br />3. You wi I I note thah the num�bers oF cars parked in Area E(the proposed location of the <br />gas station) do not nearly approach the capacity of the lot. rhis would apFear �o <br />indicate that the loss of the 40 s�aces would not ha�e adverse effect. However, <br />yov will recall fihat the weather nn Sa}urday was extremel� cold and generally <br />adverse. Thus, we may not have surveyed a peak Farking day. We therefote propose <br />to conduct additionaf counts on the next wee'<end, the results of which wil! be <br />avai lable at the Planning Commission meeting. <br />4. The development designs have been su5mitted with the application and wauld <br />appear to consist �f a well—designed min+maf service facility. There is, however, <br />a�uestion a; to the effect that the gas siation would 'nave on turning movements <br />and traffic patterns in the arec� ;r, generai. These factors wil( be more fully reported <br />pe�ding our surveys d�ring the weekend prior to t!,e Plarning Commission meeting. <br />
