. •
0
S January 19, 1984
-3-
8) Kammueller - 633-0070. Caro.l Kammueller li.ves it 2858 Huron in a single-
famlly }iome, and has three dogs on the ste. Rscently, one of tlle dogs
got loose; and when returied by tle dog catcher, sle iaas made aware of tlie
fact they had three dogs. Thus, a complaint was issued inasmuch as only
two dogs over four months old are alloaed in a single-family residence.
The dog catclier apparentl gave lier t}ie impression she could seek a
"kertnel license" to enable her to keep the tlree dogs. Actually, the
ordinance does not make provision for such a license, but requires that
the keeping of more than two dogs be done only in a kennel x]iat requires
commercial zoning. We suggestecl one solution obviously is to get rid
of one of the dogs. Anotler mig}lt be to give one of tlie dos to a
neighbor. We noted the £act tliat most cammunities in the metropolitan
area liave similar regulations, and that tlie palicy relating to tlle number
of dogs in a residential area has been consistent since 1959. S}ie may
make a request that the City considep changing the ordinance. We noted
tllat sucll a change vould have to afiect tlie entire City, and thus may
conscitute a concrn greaer than her individual problem.
9) [leisenheimer - 633-9434, Pat beisenheimer operates ttvn seli-service car
washes in the metropolitan area, and proposes to develop sucl a facility
in Roseville. Sucli a use would require a special use in a Q-3 zonin
• district. {Ye reviewed available sites tiiat cauld theoretically accommodate
suc} a use, and concluded t11at tlie possibilities oi purc}iasing sucli a site
within the cost range sucli facilities can afforei would likely be very
difficult in Roseville.
10) Platt - 831-232G. Diike Platt is a farmer Directoi• of Acquisitians for
the Pi.11sbui•y Company, anci nav is in the business Qi developirig a series
of restaurants in the metrapalitan area }.nowvn as "Fudrucke•s". A typical
Fudruckers store is about 8,000 sq, ft., faturinb tlie preparation of tlie
mcat and buns for the sale o elt3borate hamUurgers, wliich include a large
condiment table tivllere individual customers C1T1 "eiihance" tlicir hamburgers
on their own. Ile has procured a purchase agreement for the polar food
locker site, wliicll would appear to Ue just barely aclecuate or his size
facility. ThE southerly 50 feet of his site is zdnd single-family;
tlius a rezoning would be involved. lie lias also looked at ptting tlle
facility in the newly approved SIIOlIl center north of ltosedale. We
suggested that a location in suc}i a site might well be more appropriate
due to the inilux of traffic from ttie regional center. IYe discussed t}iis
possibility witli respect to bot}i sites nortii of Rosedale (tlie second being
tlie redevelopmenfi of the rsiciential area to the west of tlie American
Redevelopers' site) approved last montl by the Cou»cil.
Ile also lotd the requirement for a liquor license. Ye informed }iim of the
fact that there are only tivo licenses left; a condition which he had discussed
wit}i Steve North previously, tiVe noted tliat it is in tlie City's intrest to
retain tliese licenses for development in t}ie tax increment distric, which
constitutes one of tlie significant reasons why }ie might choose to locate in
one of the areas nortli of Rosedale, tiVe suggested lle discuss tlle liquor
license issue with the City Manager inasmuch as that is not an item relating
directly to ttie land use zoning controls in this instance. He informs us
