  January 12, 1983
_2_

4) Toeniskoetter 489-2230. Dave Toeniskoetter and a representative oi Dungarving,
Inc. were in to discuss possible location in Roseville for a group residence
for the retarded, As you know, State law allows the operation of such homes
in single-family residence areas, with a maximum of six persons. They are
looking for another location in Roseville, possibly on Minnesota Street
(tliey have an existing one at 3101 Owasso Boulevard in Raseville, opened
in 1976, for six adults). We reviewed requirements, sandards for the
group home operation, and issuance of building permit for expansion if
necessary.
5) Jwanouskos 789-3891. Tom Jwanouskos is looking for a sie for the retail
sale of landscape material which he hinks would require about an acre
and a half of ground. He is lonking at sites in the vicinity of Old Highway
8 and Caunty Road D, includin the Iand zoned B-3 t}iat Reiling has recently
been filling. We also discussed a. smaller site across Old Highwy 8, which
we suggested wruld not be adequate in size. He may be thinking in terms of
a single or a pair of geodesic domes, approximately 2y00U sq. .ft. in each
area. H does, not currenly operae a business in tlie area, and says he
intends t concentrat on interaor sales rather than the need for exteriar
stor.age and materials. A this stage, he is only loking axound for the
, site, ar>1 nay not necessarily locate in Rosevill.e
6} Hagstrom - 631-1024. Rv. kfagstrcm from Presbyterian Fiomes visited us again
wa.th two members of his Board, lie noted the Schec,l Board has now decided
to receive proposals for 3cquisition of the Reecler School Site or the
Johanna School Site on week before the first Monday in February. Fox
the benefit of t}ze two Board members with whom we hacl not reviously mt,
we reviewed the background to the develapment of the paxk systems and
tlle decision on thP part of the City to purchase the soutlierly eleven
acres of the scliool site. They wondered whetlYex he City could make
some commitment at this pont to purchase tlle land from tllem if they
were successful in acauiring it from the Scliool Board. We noted we
cannot make a commitment to buy Iand from anyone, particularly when we
don't know who the owner might ultimately be. We emphasized, however, '
the City's cammitment to purchase the land, and referred to th drawings
in the grant application, indicating ways in whicli the land would be used.
The Board members seemed to feel the operatian of the park would be a
detriment to their operation, and we re not keen about having a roadway `
.along the south side of their property to serve as access to our park.
We discussed the merits of this proposal, noting expansion of the land
ta the west would require such access. We also nated the ].and must
be rezoned for their operation to be approved, and that the land had
been appraised by joint appraisal between the Scliool Board and fihe Ci.ty,
and that the City does desire to buy t}ie lanci at the appropriate time. ,
