MEMORANDUM <br />DATE: <br />TO: <br />FROM: <br />RE: <br />1. <br />March 19, 1991 <br />Steve Sarkozy <br />Phil Carlson <br />PLANNING OFFICE HOURS, March 13, 1991 <br />Dan Commers, Mark Rancone (633-6312) <br />Mr.Commers is proposing some basically cosmetic changes to the <br />retail center on the northwest corner of Fairview and Oakcrest <br />Avenues, the old roller rink building. He has new tenants and <br />wants to pave and curb the parking lot, change some of the <br />landscaping, paint the building, and change some of the signage. <br />It appears that most of the proposed work can be done without site <br />plan review; it can be done with a building permit alone. His idea <br />for signage was to redesign and enlarge the pylon sign facing <br />Fairview Aver.ue. When we reminded him that any increase in the <br />area of the sign would require a variance, he indicated he could <br />probably get by with the current size and design. <br />Another part of the proposed work is to remove some of the <br />landscaping and berming along Fairview to increase visibility to <br />the center. There was no detailed plan to review, but we noted <br />that this might reduce the required screening to the residential <br />neighbors across the street and that we would need to see exactly <br />what was being proposed. <br />They will return with a specific sign proposal and landscaping <br />proposal. <br />2. Norm Schiferl (292-7903), Joe Wozniak (292-7825) <br />Ramsey County Public Health Department <br />Ramsey County has directed its Public Health Department to <br />investigate potential sites for handling household hazardous waste <br />(HHW): paint, cleaners, solvents, etc., and to have a program in <br />place by 1992. One of the four publicly-owned sites being <br />considered is in Roseville on the County Highway Department storage <br />site on Kent and Larpenteur, part of which was proposed for the <br />Speed Skating facility. The HHW facility would only require a <br />small portion of the site, perhaps one to two acres, with frontage <br />on Kent Street. <br />The facility would be a transfer point for people to bring their <br />HHW materials to be dumped or stored temporarily for future <br />• transport to a processing facility. The facility would consist of <br />a small building with phone and electricity, but may not need sewer <br />
