The facility would consist of <br />a small building with phone and electricity, but may not need sewer <br />or water. It would also have a canopy of some sort to protect <br />patrons from the elements as they are using the facility. Because <br />the program is just starting and may only be a temporary solution, <br />it was suggested they might apply under the Interim Use ordinance. <br />The facility would be open 40 hours a week, including some Saturday <br />hours, and would replace the one-day programs operated up to now. <br />It is not known exactly how much traffic the site might generate, <br />but the County's best guess is about 8,000 cars a year, <br />concentrated most likely on Saturdays during warm weather months <br />(home clean-up times). Hennepin County has been operating a <br />similar facility since last August. <br />Issues surrounding such a facility obviously include fumes, spill <br />control, fire safety, and protection of storm water and ground <br />water. While the mention of "hazardous waste" may strike a fearful <br />chord, the materials involved are ones that most of us keep by the <br />gallon for years in our garages, basements, and kitchen cabinets. <br />The County is just beginning its investigation of potential sites <br />and will be conducting a phase I environmental audit of the Kent • <br />Street site starting this week. Mr. Schiferl and Mr.Wozniak will <br />get back to us with any new developments. Before accepting such <br />a facility, the City would obviously want to do its homework about <br />the operations, transport, safeguards, and ultimate disposition of <br />the materials involved, as well as traffic, screening, site <br />aesthetics, etc. <br />Another option the County is considering is to turn over the <br />program to a private vendor whose job would be to collect and <br />process the HHW materials, instead of a publicly-run facility on <br />a publicly-owned site. This option might attract a bid from Metro <br />Recovery 5ystems, a Roseville business already operating on Rose <br />Place and equipped to deal with such materials. <br />3. Ron Krank, KKE Architects (339-4200) <br />Bill Bissonett, Bissonett Realty (895-9422) <br />Calico Corners in the Fairdale Shoppes wants to expand at their <br />present location by adding a small addition to the building. The <br />addition would be 1,800 square feet on the south side of the <br />building, facing Highway 36. The addition is not large enough to <br />trigger a full site plan review, and the minor rearrangement of the <br />parking lot appears not to reduce total parking below the minimum <br />required, according to the cursory review we did with the <br />information available. There was a question about the use of the <br />partial basement below Pearle Vision, and whether that might affect • <br />total parking numbers. They will be back with more details. <br />
