M E M O R A N D U M <br />DATE: July 16, 1990 <br />TO: Steve Sarkozy <br />FROM: John Shardlow <br />SUBJECT: PLANNING OFFICE HOURS, August 8, 1990 <br />1. Kellison (430-1500) <br />Jim Kellison is with Con-Spec and is representing the contractor <br />for the property that is located south of County Road D and west <br />of Trunk Highway 88. There is a small professional office <br />building that was built on the site by Con-Spec for Appraisal <br />Research Inc. Con-Spec Inc. was contacted by the City Code <br />Enforcement Department because no one had ever come to claim the <br />$2,000. deposit to guarantee landscaping and erosion control on <br />the site. As a result of the City's inquiry, Gordy Beseth met <br />with Mr. Kellison on the site to check the existing landscaping <br />with the approved plans. <br />As it turned out, the landscaping that was present on the site <br />was substantially different than the approved plans. Mr. <br />. Kellison indicates �hat the pxoperty owners had torn out <br />fo�andation p�.ants that had died during the drought and chose not <br />to replace them. There are also three over story trees opposite <br />County Road D which weren't shown on the approved plans. Two of <br />those are box elder trees and another is a silver maple. <br />Arguably, existing trees on the lot that are not shown on the <br />approved landscape plan were expected to be removed in the <br />development process. <br />Between the subject property and the Trunk rIighway 88 right-of- <br />way is a large drainage area owned by the Minnesota Department of <br />Transportation. Within this drainage area, a number of existing <br />trees and a very Zarge percentage of these trees are dead and <br />unsightly at this time. Mr. Kellison is interested in doing <br />whatever additional landscaping is necessary to get the $2,000. <br />refunded and essentially to solve this matter with the City of <br />Roseville. I explained to him that it is the property owner that <br />is responsible for making certain that the plantings are done in <br />accordance with the approved plan and if they have a private <br />agreement with their contractor, that is a matter that is not <br />pertinent in these discussions. During a break in the office <br />hours, I drove out and looked at the site and will contact Mr. <br />Kellison by telephone tomorrow and make some recommendations for <br />the changes and additional plantings that can be made on the <br />landscape plan. <br />• 2.
