• <br />MEMORANDUM <br />DATE: <br />T0: <br />FROM: <br />RE: <br />1. <br />� <br />� <br />October 28, 1991 <br />Steve 5arkozy <br />Phil Carlson <br />PLANNING OFFICE HOURS, October 23, 1991 <br />Roger Kolstad (780-9751) <br />Mr. Kolstad is a�eveloper wishing to plat lots and build single <br />family homes on land that is now part of the apartment complex <br />between Rice and Woodbridge, south of County Road C-2. The land <br />is currently zoned R-7. Tk�e apartments were built with a generous <br />yard space on the west and north (about 200') as a buffer to the <br />adjacent single family neighborhoods. The proposed lots would be <br />in a sing�e row along both Woodbridge and C-2, backing up to the <br />apartments. All lots would meet the minimum size standards, as <br />well as setbacks for bath the new homes and the existing <br />apartments. <br />Mr. Kolsta�l's request is to rezone the strip of land in c�uestion <br />from R-7 to R-1 to allow the 25 new single family l�ts. In terms <br />of design, the only concern we had was for pedestrian access to <br />Woodbridge from the apartments and the nearby convenience store on <br />Rice Street, since the new lots would cut off th� existing open <br />yard that the apartments enjoy. On a visit to the site we saw a <br />clearly worn foot path connecting the middle of the apartment area <br />to Woodbridge. We suggested thaL- the row of new lc�ts allow for at <br />least three places where a 20'-wide easement could be provided out <br />to the west onto Woodbridge. If the entire apartment property had <br />been platted as single family lots in the first place, there would <br />have been at least this much land, and mare, devoted to pub_lic <br />street right-of-way to provide similar access, not just for <br />pedestrians, but c�rs as well. <br />Another issue is the resulting density for th� apartment project. <br />The existing project is 360 units on about 21 acres, or 17 <br />units/acre. WiLh the 5 acres of land for the new single family <br />lots taken out, there would be 16 acres left, for a c�ensity c�f <br />about 2?. units/acre. The R-7 District allows 11 units/acre for <br />this kind of project. The R-3 District, however, would allow the <br />necessary 22 units/acre (with credits for underground parking and <br />
