The . <br />taking out Herschel Street, which has been planned�as�partrofuthe <br />Twin Lakes area to be a through street connecti,ng County Road C and <br />Twin Lakes Parkway (Terrace Drive) between Fairview and I,incoln <br />Drive. <br />Even though Mr. Murnane promised that the projecg would be hi h <br />quality and that K-Max� has a much improtred image compared to �he <br />per�ception of a few years ago, we ci�ed several siqnificant hu�dles <br />to overcome: <br />1) The City is re�considerinq the entire Tw�,n Lakes land use <br />plan, with an eye to reducxng or eliminating all retail uses, <br />in part because of citizen in�u� objecting to the amount flf <br />retaYl commercial in the �ommunity, A large new commercial <br />project like K-Mart is not likely to be greeted warmly. <br />2) The original plan fo� Twi,n Lakes was not accepted by the <br />�e� �Council pending more inforr���tion on �raffbc generation. <br />The retail component contribu�es sign3ficantly to this, and <br />a large K-Mart would b� a major traffic qenerator. <br />3) K-Mart, despite recent efforts, does not ha�e a hi h <br />quality reputation.
