A <br />� N <br />• October 1, 1986 <br />T0: Jim Andre <br />FROM: Howard Dahlgren <br />SUBJECT: PLANNING OFFICE HOURS, SEPTEMBER 23, 1986 <br />1. Matthews, 483-6971 <br />Mark Matthews, General Manager of Group W in Roseville, was <br />back with a landscaping study indicating the visual site plan <br />relationships between the proposed landscaping to screen <br />their new parking area on the east side of the Lake Owasso <br />School from the residential area on the east side of <br />Victoria. This study indicates the line of sight from the <br />houses would be obstructed (to the parking area) by the con- <br />struction of a berm and the landscaping as previously <br />proposed in their site plan. <br />We also discussed their proposal to build a swale to the <br />southeast from the parking area, to move th� drainage to the <br />� southeast corner of the site. Mr. Honchell had indicated if <br />this were done (as against letting the water flow directly <br />east to Victoria) this would be an acceptable alternative to <br />building a storm sewer from the parking area to the northeast <br />corner of the site. <br />These drawings will be available for review at the Planning <br />Commission hearing and Council meeting in early October. <br />2. Hankos, 631-4220 <br />John Bankos and John Mosjsi�j, both of Stat� Farm Insurance <br />Company, were in to discuss their proposal fo� constructing <br />directional signs on their site. W� agreed that the stop <br />signs could be constructed where appropriate, though we felt <br />they are not necessary inasmuch as most driv�eways in the <br />City entering major thoroughfares do not use such siqns. <br />Their other signs indicating location for visitors and <br />empl.oyee parking are appropriate as long as they are within <br />the maximws� sign ar�a of 18" x 36" . Thc:y propose to stay <br />within thes� limits. <br />We also discussed their possible use of the open space east <br />of their new structure, which was iese�ved for passihl� <br />parking needs based on their permit issued in 1977. We <br />suggested they conduct appropri�ite parking studies to <br />� demonstrate their nee�,s �or the existing struct�ure and any <br />proposed structure that might occupy partions of this 1and. <br />They agreed to proceed on this basis. Their ul�timate <br />obj�ctive is to increase the size of their structure to the <br />east. <br />
