A
 N
• October 1, 1986
T0: Jim Andre
FROM: Howard Dahlgren
SUBJECT: PLANNING OFFICE HOURS, SEPTEMBER 23, 1986
1. Matthews, 483-6971
Mark Matthews, General Manager of Group W in Roseville, was
back with a landscaping study indicating the visual site plan
relationships between the proposed landscaping to screen
their new parking area on the east side of the Lake Owasso
School from the residential area on the east side of
Victoria. This study indicates the line of sight from the
houses would be obstructed (to the parking area) by the con-
struction of a berm and the landscaping as previously
proposed in their site plan.
We also discussed their proposal to build a swale to the
southeast from the parking area, to move th drainage to the
southeast corner of the site. Mr. Honchell had indicated if
this were done (as against letting the water flow directly
east to Victoria) this would be an acceptable alternative to
building a storm sewer from the parking area to the northeast
corner of the site.
These drawings will be available for review at the Planning
Commission hearing and Council meeting in early October.
2. Hankos, 631-4220
John Bankos and John Mosjsij, both of Stat Farm Insurance
Company, were in to discuss their proposal fo constructing
directional signs on their site. W agreed that the stop
signs could be constructed where appropriate, though we felt
they are not necessary inasmuch as most driveways in the
City entering major thoroughfares do not use such siqns.
Their other signs indicating location for visitors and
empl.oyee parking are appropriate as long as they are within
the maximws sign ara of 18" x 36" . Thc:y propose to stay
within thes limits.
We also discussed their possible use of the open space east
of their new structure, which was ieseved for passihl
parking needs based on their permit issued in 1977. We
suggested they conduct appropriite parking studies to
demonstrate their nee,s or the existing structure and any
proposed structure that might occupy partions of this 1and.
They agreed to proceed on this basis. Their ultimate
objctive is to increase the size of their structure to the
east.
