He agreed that this possibility <br />should be explored. We emphasized the potential mutual bene- <br />f its for property owner and the City alike. <br />� <br />� <br />A question of full movement access off County Road C becomes <br />important as the prospects for increased traffic on County <br />Road C materialize. We predict that County Road C will <br />ultimately be constructed with medians in its full length, <br />with left turn access at intermittent points which may or may <br />not allow for such access directly to the Kayo Serv�.ce <br />St�tion site. <br />2. Pope, 291 8$94 <br />Bob Pope, Architect, was in with Bill Yager, President of <br />Kraus Anderson Construction Company, and Don Regan, owner of <br />the St. Paul and Suburban Bus Company site north of County <br />Road C, westerly of Sttelling Avenue. <br />We reviewed with Mr. Pope, (who is the prospective architect <br />on the site), and his colleagues, the dev�elopment criteria <br />and procedures whi.ck� would include a change in land use, <br />zoning, and a specia.l use permit for site plan approval under <br />the B-9 District. We noted �hat a deadline of ►7uly 9 would <br />apply for the submission of a�propriate drawings and docu- <br />ments, preliminary to the coi7d�ct of hearing before the <br />Planning Commission at its August 6 meeting. <br />l�av� Janisch reviewed tre proposed imp�ovements and requ�.re- <br />ments for �asements with respect to County Ditch 9. Their <br />surv�y indicated the ditch �asement to be ten f�eet westerly <br />of their wEsterly property line. It appears, however, that <br />the east edqe of the drtch is approximately ten f�et within <br />the west prop�rty lin�. In any case, it app�ared not to be � <br />significant probl�m inasmuch as �the n�w requ�sted easement <br />would likely not b� beyond the existing �itch �xcavati�on near <br />the w�est side of thc R�gan property. <br />We stress�d the importance af maintaining the public str�et <br />right-o£-wa� on th� east side of the property and extending <br />it to the north property line, so as to provide for a future <br />potential crossing on Count� Ditch 4 and a connection to the <br />cul-d�-sa�c to khe north. This would provide a means for <br />ultimately �rea�ting a khrQugh circul�tion pattern thraugh the <br />center of the 160 acres originally part of Gluek Farm I�o. 2. <br />Som� concexn was expressed as to whet�her or not Price Saver <br />(a division of Kroger Corpoxation) will want to locate on <br />�.his sit�� knowing that Costco is propos�ng a site further to <br />the west. We feel �hat two such sites in Ro��ville will <br />provide for bett�r merchandising, and expand the trade area <br />more e£fectively, rather than locating one of the stores in a <br />eonti�uous community. <br />
