The expansion included instal- <br />lation of petitions, electrical wiring, air conditioning, and <br />required exits, over a period af years. Building permits for <br />this work have been applied for and received. The property <br />is zoned B-1-b, which allows retail sales and service in <br />structures over 10,000 square feet. The production of eye <br />glasses (optical equipment) is not a permitted use in the B- <br />1-b District, although such services could be provided in <br />conjunction with service to a single store as normally <br />ancillary to the retail service. <br />They note that there are twenty-five to thirty employees, <br />but, that in their opinion, there is not a parkinq problem at <br />the shopping center. We noted that the original center <br />design did not contemplate such operations in the basement, <br />but was calculated on the basis of storage use. The Fire <br />Marshal has inspected the site, and made recommendations for <br />compliance which we understand, by and large, have been <br />accommodated. Strictly speaking, it would appear that the <br />operation as conducted is not a permitted, accessory, or <br />s�ecial use. It would appear, however, that its continuance <br />does not constitute a hazard or deleterious effect on the <br />public good. The extra parking may contribute to a parking <br />shortage at peak periods of the year (post-Thanksgiving and <br />pre-Christmas). We noted that we would discuss the situation <br />with the City Attorney, and get back to them regarding <br />possible courses of action. <br />
