T0: <br />FROh1; <br />i <br />• <br />VI—A <br />FIEMORAN�UM <br />October 21, 1986 <br />t4embers of the School Board <br />Superi ntendent of School s and '�lembers of the Property/Faci 1 i ty <br />Study �ommi ttee- <br />SUBJECT: Property/Facil i ty StudX Commi ttee Report <br />At their regular June 25 meeting, the Schooi 13oard empowered the <br />Superi ntendent of School s to create a property/Faci 1 i ty Study Co�mi ttee <br />comprised of inembers af the 1986 Roseville Area Schools' School Reorganizati�n <br />Conmi ttee, including Roger Wald, Rose�ary Schneiderhan ,1 <br />�lakefield, Jerry Summers, if�;o Gaul, �obert Smith, Ralph G odingaSPaul Borga�d <br />and Vern Yick to conduct a Property/Faciiity analysis for the Roseville Area <br />School s and report i ts fi ndi ngs to the School Board, <br />CHARGES <br />The charges of the Property/Facility Study Committee included the following: � <br />. Exami ne current and pro jected school di s tri ct enrol lment da ta and <br />trends. <br />. Examine current and projected housing starts and/or developr�ent <br />patterns. <br />. Fxamine current district facilities and sites. <br />. Examine current facility expansion options, <br />. Oetermic�e short-term required facility capital improvement needs. <br />. Determine l��g-term desired facility capital impravement needs. <br />. Assess facility acquisition interests (purchase, lease, rental, <br />?xchange, shared use, shared construction) of governmental, educational, <br />and commercial agencies, insti tutir�ns, or firms. <br />OELIMITATtONS <br />The three most �lari ng del imi tations of the study were time, commi ttee <br />expertise, and the existence of a multiple o� unknown variables, <br />"4ucl� as was the case wi th the school reorgani zation study, time has proven to <br />be a precious and scarce commodity. While the committee has formed strong, <br />� consensual recommendations duri ng i ts three r,anths of del iberation, six, ni ne <br />or twelve nonths of additional study - while it is doubtful alt�rnatP � <br />r�' conclusions and reco�mendati�ns would have been achieved - would hav� been <br />��� more comforting to �11 the Committee members an <br />d the Superi ntendent of <br />D 72 <br />1 <br />VI—A <br />
