I <br />R <br />' � <br />The City wa� somewhat ronfused about �ome of the additional <br />lnformation requested by the Metropolitan Council. While the <br />City attempted to cooperate and provide information, the <br />information requested by the Metropolitan Council was not for the <br />project which was before �he Counci�. The Council staff was <br />asking for information about t, Rosedale and Rosedale <br />Marketplace pro�ects which were moving forward but which did not <br />require comprehensive plan amendments. In a sense, the Pavilion <br />Place project was being held hostage in order to get information <br />from other projects which did not require Metropolitan Council <br />apprcval. The City did provide Metropolitan Council staff with a <br />copy .of a letter from BRW, the traffic consultant fo.r the <br />Pavilion Place center, which did conclude that the impact of the <br />increased traffic from the Pa�:�lion place project would not be <br />significant because the percent increase of traffic on Trunk <br />Highway 36 and 35W would be significantly less than the traffic <br />required to change the level of service. <br />The City of Roseville acknowledges that traffic is becoming a <br />more important issue and that more emphasis needs to be placed on <br />3etermining the impacts of increased traffic in the City. The <br />City feels that the appropriate way for the City to look at this <br />is through a major review of its comprehensive plan and through <br />its response to the Metropolitan System Statement. <br />In summary, the City of Roseville did not give final approval to <br />the Pavilion Place expansion, did not approve any permits for new <br />construction on and did not effectuate the rezoning until after <br />April 24 whe� the Metropolitan Council staff indicated the City <br />could i�nplement the Comprehensive Plan Amendment. The City <br />concluded in its review that the Pavilion Place shopping center <br />would not advers�ly affect adjacent roadways and provided all <br />information available to the Metropolitan Council staff. We <br />concur �aith the eventual findings of Metropolitan Council staff <br />that the Pavilion Place project would not adversely affect the <br />Metropolitan highway system. The City will include an <br />assessment �f the transportation in the Rosedale area as part of <br />its review �f its comprehensive plan and its response to the <br />Metropolitan C��uncil System Statement.
