u <br />The Planning Commission recommends that a Joint Work Session with <br />the Council be conducted so as to consider the merits of� processing all <br />ePlanning Commission agenda items in this fashion, as is the procedure in <br />most communities in the Metropolitan Area. <br />The Planning Commission further recommends that the Council consider <br />.. changing the Planning Commission regular meeting date from the first <br />Wednesday of the month to the second Wednesday ofi the month, thereby <br />reducing the approximately 2-1/2 we.ek interval of time between the <br />. regular Planning Commission meeting and the regular Council meeting at <br />which the Planning Commission recommendations will be heard (the <br />fourth Monday of the month). This amended procedure will further <br />. reduce the process time by on�a week. The result will be an <br />approximate two week saving of time for the total procedure for the <br />processing of a Planning Commission agenda item through the Planning <br />Commission and the City Council. <br />• <br />III. PERFORMANCE STANDARDS <br />So as to implement consistent performance standards in all districts, <br />except R-1 and R-2, the following amendment is suggested to be added <br />to Chapter 13. General Requirements. <br />13.410. DeveloPment Performance Standards. <br />Site plans for all development;; in the B, SC, I, and multi-family <br />residence zones (not including R-1 and R-2 zones) shall require a Special <br />Use Permit prior to the issuance of building perrnits. At least the <br />following information shall be submitted for review: <br />1. Site development plans, including parking areas, access, <br />circulation and curb cuts, building footprint, exterior provisions <br />for handicap facilities, curbing, property lines, lands (if any to <br />be dedicated), and land use calculations. <br />2. Building plans, including building elevation indicating mass, <br />building materials, and color of all exterior surfaces, including <br />all materials proposed to meet the screening requirements of this <br />Ordinance. <br />3. <br />4. <br />Landscaping plans, including the number, species, and size of all <br />plantings. <br />Grading, drainage, and utility plans. <br />13.420. Buildin�Design and Construction. <br />In addition to other restrictions of this <br />codes that have been enforced in the <br />alteration, or enlargement of any building <br />I, or multi-family residence districts shall <br />Ordinance and of the building <br />City, the use, construction, <br />or structure within the E3, SC, <br />meet the following standards: <br />1.
