Neighbors have complained abou� the appeara�ce <br />of the siie and the noise, dus�, and odors from the site. City <br />staff �as been attempting to work with Mr. Zeece, the Pr�sident <br />o� the company, �o upgrade the property to meet �he �eighbor°s <br />conc�rns. At one point, Mr. Zeece agreed to construct a screen <br />fence arourid the property which is essentially what �he ne�.ghbors <br />were asking for. He was to have that fence constructed by July 1 <br />of this year. However, the fence was not constructed and Mr. <br />Zeece has indicated, for financial reasons, that he is unable to <br />construct �the fence at this tim�. Also, thi� year the City has <br />been implementing an ardinance ehanqe whi�h �aas passed in late <br />1985 which requires all businesses utilizing outside storage or <br />merchandising to nbtain a special use permit from the City. �r�e <br />recently notified Mr. Zeece tha�t h� wauld need to either <br />construct a s�alid screen wall around the property or get a <br />special use pe�mit to comply with tY�e �ity's ordinance. S met <br />with Mr. Zeece an ��ptember 25 to discuss the situation with hi.m. <br />Mr. Zeece gave me a tour of the property and�rei�erated that <br />because of his financial condition, he is una�ble to construct the <br />fence a�ound the prop�rty4 He indicated that when he could <br />afford to do it, he wc�ulc� do it but could not at the present <br />time. <br />In reviewing the history of this site, I have uncovered a numYer <br />of areas where L� Manufacturing is not consistent with the�City's <br />ordin.dnce. First of all is the type of operation, which is being <br />run. LZ Manufacturing se].ls va�ious type� of equipment and alsa <br />daes installation work of various types of e�quipment on <br />coz�struction type �vehicles. They take a standard ��anel truck, <br />dump truck, etc. and install equipment on it for� a sL�ecific user <br />such as MNDOT, City of Rosevi2le, NSP, etc. They �lso <br />manufactu�re and sell snow plows for attachment ��o vehicles.
