Their general concerns are that <br />although the traffic studies addressed the local circulation and <br />etraffic generation, they do not analyze the impact of the <br />Metropolitan System (Snelling Avenue, Trunk Highway 36, 35W, <br />etc . ) . <br />Mr. Jopke also noted that the comprehensive plan amendment for <br />the Pavilion Place expansion has not been approved as per letter <br />dated November 3, 1989 from the Metro Council. Concerns relate <br />to the impact on the Metropolitan Council system. In general, <br />the Metropolitan Council staff is concerned about the fact that <br />the accrued impact of the four recent major changes have not been <br />accumulated for impact analysis. These development include a <br />Twin Lakes area study, expansion of Rosedale, the construction of <br />Rosedale Marketplace and the expansion of Pavilion Place. Mr. <br />Koski also noted that all cities are required to submit to the <br />Metropolitan Council an amended comprehensive transportation plan <br />in 1990. A request has been made to extend that date to January <br />10, 1991. <br />With respect to Pavilion Place plan am.endment, Mr. Jopke will get <br />in touch with the Welsh Companies and their consultant and <br />request a time extension from the Metropolitan Council staff, It <br />is most important that this plan amendment be approved in as much <br />as the land has been zoned and application for building permits <br />will be pending soon. Permits to remove the existing housing <br />have been iss�.ed and largely accomplished. <br />� 3. LeTendre (633-6312) <br />George LeTendre was in with Danny Commers and Mr. Schneider�nann <br />(furniture store owner� to review the presentations and drawings <br />prepared by their architect illustra�inq final proposals for the <br />rezoning and approval of the site, special use permit for site <br />plan approval for the next Council meeting, They requested <br />advice regarding the additional improvements that can be made <br />withi�t the cantext of their proposal. They agreed that the <br />building wou].d be completely renovated on the exterior within two <br />years, with approximately 3/4 of the building being done <br />initially. We suggested that they build a new screen in front of <br />the meters on the south side of the building (now screen�d by <br />wooden fence) and that the stucco be applied with a series of <br />control joints at appropriate locations, which we feel would make <br />the building more attractive (and less conduc�ive �o cracking). <br />They also agreed t4 dedicate additional land requested as a <br />condition to the approval. It was also understood that they <br />achieve their long range plan of acquiring the building, and <br />conversion of more of the area to retail, that they �rould <br />entirely redo the west side of the structure and remove the <br />existing electrical poles and services. When and if this is <br />done, the entire west side will change in design and function, <br />and thus, renovation of this site will be essential. <br />• 4. Alwan (484-1G84) <br />
