CITY OF ROSEVILLE <br />REQUEST FOR PROPOSALS FOR COMPREHENSIVE RECYCLING <br />SERVICES <br />TO ALL SINGLE UNIT AND MULTI -UNIT DWELLINGS <br />1. INTRODUCTION <br />The City of Roseville, Minnesota seeks to enter into a new recycling <br />contract with a company to provide comprehensive residential recycling <br />services for the City. Those services include collection, processing, <br />marketing, staffing for recycling information at special events, and public <br />education. <br />Among the goals of the City are to maximize recovery of recyclables from <br />all residents in the City, to market materials so they achieve their highest and <br />best use, to achieve the most cost-effective solution, and to encourage <br />innovation in recycling and waste diversion. <br />Roseville residents have identified a city-wide goal to be an environmentally <br />healthy community, and residents have identified various community values <br />that environmental programs such as recycling should incorporate. <br />Those community values expressed by residents include: <br />• Collection Operations — which includes Clean and quiet; Low <br />impact on street (size and weight of trucks), Easy to <br />participate, Flexibility to Comingle, Collecting more <br />materials as markets become available, Materials are <br />efficiently recycled (local markets, highest and best use for <br />material), Rewards for adding value, multi -unit dwelling <br />recycling <br />• Resident and Community Engagement Efforts — which <br />includes Voluntary expansion to businesses, effective <br />Frequent education of residents — with measurement, <br />Community involvement, Annual report that includes <br />information on what happens to material, outreach to low <br />participating communities, outreach using electronic <br />communications <br />Environmental—which includes Experience with Zero Waste <br />events, reduced carbon footprint, Education and Leadership <br />on Environmentally Preferred Purchasing (EPP), Local <br />vendor -terminal and MRF locations <br />These evaluation criteria are not presented in any special order.
