10.07. Proposal Content <br />Qualified proposals must include the Proposal Checklist Attachment <br />A and items listed on the checklist. <br />10.08. Evaluation Criteria <br />Roseville residents have identified a city-wide goal to be an <br />environmentally healthy community. And residents have identified <br />various community values that environmental programs such as <br />recycling should incorporate. <br />Those community values are: <br />• Collection — which includes Clean, quiet and safe; Impact on <br />street (size and weight of trucks), Easy to participate, <br />Flexibility to Comingle, More materials picked up — <br />particularly plastics, Materials are efficiently recycled (local <br />markets, highest and best use for material), Rewards for <br />adding value, multi -family dwelling recycling <br />• Outreach — which includes Voluntary expansion to <br />businesses, effective Frequent education of residents — with <br />measurement, Community involvement, Annual report that <br />includes information on what happens to material, outreach to <br />low participating communities, outreach using electronic <br />communications <br />Environmental Benefits — which includes Experience with <br />Zero Waste events, reduced carbon footprint, Education and <br />Leadership on Environmentally Preferred Purchasing (EPP), <br />Local vendor -terminal and MRF locations <br />These evaluation criteria are not presented in any special order. No <br />ranking of these criteria within this RFP is intended or implied. <br />A review committee will evaluate all proposals submitted based on <br />price, how well the proposal meets RFP base specifications, how <br />well the proposal meets community values, and value added beyond <br />the base specifications. Those scores will be added to scores from the <br />reference survey to develop a score for the first round. Finalists will <br />be invited to interviews (see chart below). <br />At the interview proposers will answer any questions regarding their <br />proposal and expound on how their proposal will meet community <br />values, add value beyond the base specifications, and answer other <br />questions deemed relevant to evaluating the proposals. <br />Evaluation Criteria and Wei htin <br />47 <br />
