<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 1232 <br /> <br />An Ordinance Amending <br />Sections 1010.11, Trash Handling Equipment, Of The Roseville City Code <br />Allowing Large Commercial Compactor Containers <br /> <br />THE CITY OF ROSEVILLE DOES ORDAIN: <br /> <br />Section 1. Purpose. The purpose of this ordinance is to update and clarify the City's <br />regulations regarding large commercial compactors. The intent of the amendments address the <br />current use of large commercial compactors for recycling and trash handling, while protecting the <br />interest of adjacent property owners. <br /> <br />Section 2. Findings. In considering the amendments, the City Council made the following <br />findings: <br /> <br />1. Changes in the way business account for and handle recyclables and trash has had a <br />profound impact on the size and distribution of the containers that haul said material. <br /> <br />2. While it is important to offer options that meet the needs of Roseville's Multiple <br />family, commercial and industrial businesses, it is also necessary to separate them by <br />size and visual impact. <br /> <br />3. Uses other than single family residential such as, government buildings, libraries, and <br />churches, and multiple family developments shall be required to provide containers <br />and/or dumpsters that are properly located and screened from view. <br /> <br />4. Because most commercial businesses are located adjacent to residentially developed <br />property, large compactor containers shall not be permitted in these districts unless <br />enclosed within the principal structure. <br /> <br />5. Because of the close proximity of some business to residentially developed property, <br />containers for trash and recyclables, properly screened from view, picked-up at the <br />curbside shall be permitted. <br /> <br />6. Large compactor containers shall be allowed in all industrial districts, given proper <br />location and adequate screening. <br /> <br />Section 3. <br /> <br />Amendments. Section 1010.11 is hereby rewritten as follows: <br /> <br />Trash Handling Equipment: <br /> <br />A. Residential: Residential containers, trash and trash handling equipment within the <br />
