Cland value estimate for tax year 2016 ( reference for FMV) <br />104 <br />is $639,200 for the three parcels involved in the site. This means that the cash-in-lieu amount <br />105 <br />for the remaining obligation would be reduced to $63,920, which, at $500 per tree, is equivalent <br />106 <br />to 128 trees. <br />107 <br />The Directors of the Public Works and Parks and Recreation Departments are currently <br />108 <br />considering their respective needs for trees on public lands in a timeframe that coincides with <br />109 <br />the development of the subject p <br />110 <br />applicant could be required to plant all of those 128 trees on public lands, or pay the fee of <br />111 <br />$63,920 in lieu of planting those trees, or contribute an equivalent combination of cash and trees <br />112 <br />planted on public lands, pursuant to a current need for such plantings. In the absence of specific <br />113 <br />recommendations for planting on public lands, Planning Division staff recommends accepting <br />114 <br />the cash fee in lieu trees, because those funds can be used for planting trees at any time. <br />115 <br />United Properties has inquired, about some alternative -in-lieu <br />116 <br />fee. For instance, the applicant has indicated the capacity for planting some of the trees <br />117 <br />calculated in this fee at their nearby, proposed Applewood Pointe at Central Park development. <br />118 <br />Perhaps more compelling, however, is the suggestion that they could alert nearby <br />119 <br />homeowners that United Properties is giving away trees which the homeowners could plant in <br />120 <br />their yards. In either case, the incremental fee associated with each tree given to neighbors or <br />121 <br />planted at the Applewood Pointe property could be credited against the total cash obligation. If <br />122 <br />United Properties were to seek support for these alternative, in-kind options, they would submit <br />123 <br />a future request to the City Council since this issue is not germane to action on the final plat. <br />124 <br />RA <br />ECOMMENDED CTIONS <br />125 <br />Adopt a resolution approving the Cherrywood Pointe at Lexington final plat <br />,dated <br />126 <br />December 4, 2015, and generally comprising the property at 2668 2688 Lexington Avenue, <br />127 <br />based on the findings and recommendation of this RCA, subject to the following condition: <br />128 <br />e4, 2015, approval of the <br />129 <br />Cherrywood Pointe at Lexington preliminary plat, and the purchase agreement pertaining to the <br />130 <br />subject property, the City Council will accept park dedication of cash in lieu of land in the <br />131 <br />amount of $3,500 per residential unit in excess of 100 units, which shall be paid by the applicant <br />132 <br />before building permits are issued. <br />133 <br />Pass a motion to accept payment of $63,920 in lieu of replacement trees <br />, pursuant to the tree <br />134 <br />preservation and restoration requirements established in §1011.04 of the City Code, and that the <br />135 <br />fee shall be paid before the signed final plat is released by City staff for recording at Ramsey <br />136 <br />County. <br />137 <br />AA <br /> <br />LTERNATIVE CTIONS <br />138 <br /> <br />A)Pass a motion to table the item for future action. <br /> Tabling beyond April 2, 2016, may <br />139 <br />require an agreement to extend the 60-day action deadline established in Minn.
