Parks and Recreation Commission recommends a dedication of cash,the 14newly-created <br />224 <br />residential lots would require a total of$49,000, to be collected prior to recording an approved <br />225 <br />plat at Ramsey County. <br />226 <br />Roseville’s Development Review Committee (DRC) met on several occasions between January <br />227 <br />14 and February 18, 2016,to discussthis application. Beyond the above comments pertaining to <br />228 <br />the zoningand subdivisioncodesrepresentatives of the Public Works Department had the only <br />229 <br />additional comments; they are listed below. <br />230 <br />a.In general,the proposed storm waterplanmeets Cityrequirements,but a few additional <br />231 <br />improvementswill be requiredto address additional runoff onto Dale Street. <br />232 <br />•The City will maintain the new infiltration basins as runoff is from public rights-of-way <br />233 <br />and other propertyadjacent to the development. <br />234 <br />oProper easements around the ponds need to be made. <br />235 <br />oProper easements for access to the pond on Lot 2 block 2 needs to be made. <br />236 <br />oThe City will allow curb cut openings in lieu of drain tile overflows. <br />237 <br />oAs part of the PIC, the City will require a 2-year maintenance/warranty period on the <br />238 <br />infiltration basins to assure they are functioning properly. <br />239 <br />•Additional storm sewer catch basinsare requiredon Dale Street to accommodate <br />240 <br />additional runoff form the proposedlots. <br />241 <br />•Additional storm sewer and catch basins are required on WheatonAvenue to manage <br />242 <br />runoff. <br />243 <br />oThe City will work with the applicant to provide some additional underground <br />244 <br />storage/infiltration. <br />245 <br />b.In general the water and sewer utility layout meets City standards. <br />246 <br />c.Theonly grading concern is the proposed retaining wall on Lots 8–10Block 2. This wall <br />247 <br />would be private,andthe applicant has not yet demonstrated that they can achieve proper <br />248 <br />drainage around this location. <br />249 <br />d.The 17 single-family homes that would be facilitated by the proposed preliminary plat would <br />250 <br />be expected to contribute approximately 170 vehicle trips per day to the nearby road network. <br />251 <br />Given the close proximity of these homes to Dale Street and the scale of the increase in <br />252 <br />vehicle traffic, staff doesn’t believe that a traffic analysis is necessary. <br />253 <br />PC <br />UBLIC OMMENT <br />254 <br />The required open house meeting for this proposal was held by the applicant on December 17, <br />255 <br />2015. A summary of the discussion at the meeting is included with this RPCA as part of <br />256 <br />Attachment D.Please note that the initial proposal, which was presented at the open house <br />257 <br />meeting, involved a request for a variance to allow some narrower lots along the north side of <br />258 <br />Wheaton Avenue; that part of the application has been withdrawn. <br />259 <br />At the time this report was prepared, Planning Division staff has received threeemails from <br />260 <br />members of the public about the proposal; these written comments are also included with this <br />261 <br />RPCA aspart of Attachment D. <br />262 <br />PF16-003_RPCA_20160302 <br />Page 7of 8 <br /> <br />
