RA <br />ECOMMENDEDCTIONS <br />263 <br />By motion, recommend approval of the proposedrezoning <br />of Ramsey County PIN 02-29-23- <br />264 <br />44-0065 from LDR-1to LDR-2based on the comments and findings of this report. <br />265 <br />By motion, recommend approval of the proposedWheaton Woods preliminary plat <br />of the <br />266 <br />Ramsey County PINs 02-29-23-44-0065,-0066, and-0067, based on the comments and findings <br />267 <br />of this report,andsubject to the following conditions: <br />268 <br />a.The Public Works Department shall approve easements, grading and drainage,storm water <br />269 <br />management,and utility requirements as necessaryto meet the applicable standardsprior to <br />270 <br />the approval of the final plat orissuance ofpermits for site improvements; <br />271 <br />b.A Public Improvement Contract pertaining to the construction, dedication, and warranty of <br />272 <br />public infrastructure as detailed in this report shall be preparedby the applicant and reviewed <br />273 <br />by the City for approval concurrent with the final plat; <br />274 <br />c.The width of the proposed street shall not be less than 28 feet. If the street is approved <br />275 <br />narrower than 32 feet, the street shallexpand/taperon the north side at itstie-in pointwith <br />276 <br />the existing section of Wheaton Avenueto the west, parking shall be prohibited on the north <br />277 <br />side of the street, and the applicant shall be responsible for installing “no parking” signage as <br />278 <br />required. <br />279 <br />d.Permits for site improvements shall not be issued without evidence of an approved permit <br />280 <br />from the watershed district; <br />281 <br />If the Planning Commission wishes to recommend that Wheaton Avenue be approved as a <br />282 <br />straight street rather than a curvilinear street as proposed, the following additional condition <br />283 <br />would be appropriate: <br />284 <br />e.The Wheaton Avenue right-of-way shall be left straight, contrary to the proposed curving <br />285 <br />alignment, in order for the lots in the proposed plat to conform to City Code §1103.06F. <br />286 <br />Please note that the preliminary plat as proposed necessitates the requested rezoning.If the <br />287 <br />Planning Commission is inclined to recommend denial of the rezoning but is willing to consider <br />288 <br />a revised plat that leaves the LDR-1 zoning in place, the Commission can encourage the <br />289 <br />applicant to withdraw the rezoning application and table action on the preliminary plat to allow <br />290 <br />revisions and additional discussion at a later date <br />291 <br />AA <br />LTERNATIVE CTIONS <br />292 <br />Pass a motion to table one or both parts of the applicationfor future action. <br />Tablingthe <br />293 <br />rezoningbeyond April 4,2016may require extension of the 60-day action deadline established in <br />294 <br />Minn. Stat. 15.99; tabling the preliminary plat beyond June 3, 2016, may require extension of the <br />295 <br />120-day timeline established in Minn.
