RPCA Attachment D <br />NEIGHBORHOOD OPEN HOUSE SUMMARY <br />Thursday; December 17, 2015 <br />6:00 - 8:00 pm <br />Council Chambers, Roseville City Hall <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Golden Valley Land Company (Peter Knaeble and Matt Pavek) held a Neighborhood <br />Open House regarding the proposed residential land development project for the 5.82 <br />ac. vacant land site that is located at Wheaton Ave. and Dale St. N. (in the NW <br />quadrant of County Road C and Dale St. N.). The site is currently zoned LDR-1 Low <br />Density Residential and is privately owned. Notices were mailed to 463 property <br />owners per the list provided by the City Staff. 21 homeowners attended the <br />Neighborhood Open House. <br />We explained that the proposed project would be for 18 single family homes (11 <br />LDR-1 zoned and 7 LDR-2 zoned) . A portion of the site along Dale St. N. would be <br />proposed to be rezoned from LDR-1 Low Density Residential to LDR-2 Low Density <br />Residential with 60’ wide lots. The five LDR-1 zoned lots on the north side of <br />Wheaton Ave. would need a variance for lot width from 85’ to 80’. The proposed <br />project would extend the existing Wheaton Ave. east to Dale St. N. <br />The following issues/concerns were heard: <br />1. Visibility at the new intersection of Wheaton Ave. and Dale St. N. We responded <br />that the sight lines at the NW and SW corners would be improved by removing the <br />existing landscaping, and meeting the City’s sight triangle requirements. <br />2. The home at 686 Wheaton Ave. is currently experiencing drainage issues in their <br />backyard. We responded that when we prepare our site grading plan we would try to <br />drain this existing off-site landlocked low area if possible. <br />3. Existing speed of traffic on Dale St. N. heading south. We responded that we <br />would look at the sight distances from Wheaton Ave. to the north and south, as part <br />of our street design. Existing traffic speeds on Dale St. N. will not be exacerbated by <br />our project. <br />4. Proposed traffic increases on Wheaton Ave. and Dale St. N. caused by this project. <br />We responded that this project will generate about 10 trips/day/home (180 trips/day <br />total). Since the majority of these trips will travel east to Dale St. N., we do not <br />expect that the traffic capacity of Wheaton Ave. or Dale St. N. will be exceeded or <br />compromised. <br />Page 5 of 10 <br /> <br />
