Documentation of the following information: <br /> (1) Date(s) and location(s) of IDDE inspections conducted in accordance with Part <br /> III.D.3.c and f <br /> (2) Reports of alleged illicit discharges received, including date(s) of the report(s), and <br /> any follow-up action(s)taken by the permittee <br /> (3) Date(s) of discovery of all illicit discharges <br /> (4) Identification of outfalls, or other areas, where illicit discharges have been <br /> discovered <br /> (5) Sources (including a description and the responsible party) of illicit discharges (if <br /> known) <br /> (6) Action(s)taken by the permittee, including date(s),to address discovered illicit <br /> discharges <br /> 4. Construction Site Stormwater Runoff Control <br /> New permittees shall develop, implement, and enforce, and existing permittees shall revise <br /> their current program, as necessary, and continue to implement and enforce, a Construction <br /> Site Stormwater Runoff Control program that reduces pollutants in stormwater runoff to <br /> the small MS4 from construction activity with a land disturbance of greater than or equal to <br /> one acre, including projects less than one acre that are part of a larger common plan of <br /> development or sale, that occurs within the permittee's jurisdiction.The program shall <br /> incorporate the following components: <br /> a. Regulatory Mechanism(s) <br /> A Regulatory Mechanism(s)that establishes requirements for erosion and sediment <br /> controls and waste controls that is at least as stringent as the Agency's general permit <br /> to Discharge Stormwater Associated with Construction Activity No.MN R100001 (as of <br /> the effective date of this permit).The permittee's Regulatory Mechanism(s) shall <br /> require that owners and operators of construction activity develop site plans that must <br /> be submitted to the permittee for review and approval, prior to the start of <br /> construction activity. Site plans must be kept up-to-date by the owners and operators <br /> of construction activity with regard to stormwater runoff controls.The Regulatory <br /> Mechanism(s) must require that site plans incorporate the following erosion and <br /> sediment controls and waste controls as described in the above referenced permit: <br /> (1) BMPs to minimize erosion <br /> (2) BMPs to minimize the discharge of sediment and other pollutants <br /> (3) BMPs for dewatering activities <br /> (4) Site inspections and records of rainfall events <br /> (5) BMP maintenance <br /> (6) Management of solid and hazardous wastes on each project site <br /> (7) Final stabilization upon the completion of construction activity, including the use <br /> of perennial vegetative cover on all exposed soils or other equivalent means <br /> (8) Criteria for the use of temporary sediment basins <br />
